7 LONG TITLE
8 General Description:
9 This resolution modifies House Rules governing the Speaker's responsibilities.
10 Highlighted Provisions:
11 This resolution:
12 . requires the Speaker to notify both parties about negotiations leading to settlement
13 agreements that may be submitted to the Legislature; and
14 . requires the Speaker to appoint at least one representative from each political party
15 to represent the House in the negotiations.
16 Special Clauses:
17 This resolution provides an immediate effective date.

22 Be it resolved by the House of Representatives of the state of Utah:
23 Section 1. HR-20.05 is amended to read:
24 HR-20.05. Duties of the Speaker.
25 (1) The general duties of the Speaker are to:

30 the daily order of business;

33 by Representatives;

35 announce the results of the vote;

40 communications;

45 Finance to pay House expenses. The Speaker shall give final approval of all expenditure
46 requests as authorized by the majority and minority leaders of the House. These include per
47 diem compensation and travel expenses and in-state and out-of-state travel on legislative
48 business.
49 (2) If the Legislature is involved in negotiating a settlement agreement that may be
50 submitted to the Legislature according to the provisions of Title 63, Chapter 38b, State
51 Settlement Agreements, the Speaker shall:
52 (a) notify the House majority leader and House minority leader about the negotiations;
53 and
54 (b) appoint at least one representative from each political party to represent the House
55 in the negotiations.
56 Section 2. Effective date.
57 This resolution takes effect upon approval by a constitutional majority vote of all
58 members of the House of Representatives.
