32 Be it enacted by the Legislature of the state of Utah:
33 S. [
34 19-6-124. Prohibition on the disposal of electronic waste.
35 (1) As used in this section:
36 (a) "Electronic waste" means a system unit, cathode ray tube, flat panel screen, or other
37 similar video display device with a screen size of greater than 4 inches measured diagonally.
38 (b) "System unit" means:
39 (i) the casing or portion of a computer that contains the central processing unit, which
40 performs the primary quantity of data processing; and
41 (ii) the unit that, together with the memory, forms the central part of the computer to
42 which peripheral devices may be attached.
43 (2) After July 1, 2007, a person may not place, discard, or otherwise dispose of
44 electronic waste in any nonhazardous solid waste landfill or incinerator operated by a
45 commercial entity or a political subdivision of the state. ] .S

46a Interim rules
47 followed -- Compensation -- Staff.
48 (1) There is created the Electronic Waste Task Force consisting of the following eight
49 members:
50 (a) four members of the Senate appointed by the president of the Senate, no more than
51 two of whom may be from the same political party; and
52 (b) four members of the House of Representatives appointed by the speaker of the
53 House of Representatives, no more than two of whom may be from the same political party.
54 (2) (a) The president of the Senate shall designate a member of the Senate appointed
55 under Subsection (1)(a) as a cochair of the task force.
56 (b) The speaker of the House of Representatives shall designate a member of the House
57 of Representatives appointed under Subsection (1)(b) as a cochair of the task force.
58 (3) In conducting its business, the task force shall comply with the rules of legislative
59
60 (4) Salaries and expenses of the members of the task force shall be paid in accordance
61 with Section 36-2-2 and Legislative Joint Rule 15.03.
62 (5) The Office of Legislative Research and General Counsel shall provide staff support
63 to the task force.
64 Section 3. Duties -- Interim report.
65 (1) The task force shall review and make recommendations on the environmentally
66 sound management of waste from electronic products, including:
67 (a) an electronic waste recycling fee;
68 (b) the dismantling and recycling market, infrastructure, and capacity; and
69 (c) the development of public education and information.
70 (2) The task force shall submit a final report, including any proposed legislation, to the
71 Natural Resources, Agriculture, and Environment Interim Committee before November 30,
72 2006.
73 Section 4. Appropriation.
74 There is appropriated from the General Fund for fiscal year 2005-06 only:
75 (1) $9,120 to the Senate to pay for the compensation and expenses of senators on the
76 task force; and
77 (2) $9,120 to the House of Representatives to pay for the compensation and expenses
78 of representatives on the task force.
79 Section 5. Repeal date.
80 This bill repeals the uncodified sections on November 30, 2006.
