8 LONG TITLE
9 General Description:
10 This bill amends provisions in the Psychologist Licensing Act related to licensure by
11 endorsement based upon licensure in another jurisdiction.
12 Highlighted Provisions:
13 This bill:
14 . adds certification by the National Register of Health Service Providers in
15 Psychology or certification by the Association of State and Provincial Psychology
16 Boards to the list of acceptable requirements for licensing.

25 Be it enacted by the Legislature of the state of Utah:
26 Section 1. Section 58-61-304 is amended to read:
27 58-61-304. Qualifications for licensure by examination or endorsement.
28 (1) All applicants for licensure as a psychologist based upon education, clinical
29 training, and examination shall:

30 (a) submit an application on a form provided by the division;
31 (b) pay a fee determined by the department under Section 63-38-3.2 ;
32 (c) be of good moral character;
33 (d) produce certified transcripts of credit verifying satisfactory completion of a doctoral
34 degree in psychology that includes specific core course work established by division rule under
35 Section 58-1-203 , from an institution of higher education whose doctoral program, at the time
36 the applicant received the doctoral degree, met approval criteria established by division rule
37 made in consultation with the board;
38 (e) have completed a minimum of 4,000 hours of psychology training as defined by
39 division rule under Section 58-1-203 in not less than two years and under the supervision of a
40 psychologist supervisor approved by the division in collaboration with the board, 2,000 hours
41 of which are obtained after completion of a master's level of education in psychology and 2,000
42 hours of which shall be obtained after completion of the requirements for a doctoral degree in
43 psychology;
44 (f) to be qualified to engage in mental health therapy, document successful completion
45 of not less than 1,000 hours of supervised training in mental health therapy obtained after
46 completion of a master's level of education in psychology, which training may be included as
47 part of the 4,000 hours of training required in Subsection (1)(e), and for which documented
48 evidence demonstrates not less than one hour of supervision for each 40 hours of supervised
49 training was obtained under the direct personal face to face supervision of a psychologist
50 approved by the division in collaboration with the board;
51 (g) pass the examination requirement established by division rule under Section
52 58-1-203 ; and
53 (h) meet with the board, upon request for good cause, for the purpose of evaluating the
54 applicant's qualifications for licensure.
55 (2) All applicants for licensure as a psychologist by endorsement based upon licensure
56 in another jurisdiction shall:
57 (a) submit an application on a form provided by the division;

58 (b) pay a fee determined by the department under Section 63-38-3.2 ;
59 (c) be of good moral character and professional standing, and not have any disciplinary
60 action pending or in effect against the applicant's psychologist license in any jurisdiction;
61 (d) have passed the Utah Psychologist Law and Ethics Examination established by
62 division rule;
63 (e) provide satisfactory evidence the applicant is currently licensed in another state,
64 district, or territory of the United States, or in any other jurisdiction approved by the division in
65 collaboration with the board;
66 (f) provide satisfactory evidence the applicant has actively practiced psychology in that
67 jurisdiction for not less than 2,000 hours or one year, whichever is greater; [and]
68 (g) provide satisfactory evidence that:
69 (i) the education, supervised experience, examination, and all other requirements for
70 licensure in that jurisdiction at the time the applicant obtained licensure were substantially
71 equivalent to the licensure requirements for a psychologist in Utah at the time the applicant
72 obtained licensure in the other jurisdiction; or
73 (ii) the applicant is:
74 (A) a current holder of diplomate status in good standing from the American Board of
75 Professional Psychology; [and]
76 (B) currently credentialed as a health service provider in psychology by the National
77 Register of Health Service Providers in Psychology; or
78 (C) currently holds a Certificate of Professional Qualification (CPQ) granted by the
79 Association of State and Provincial Psychology Boards; and
80 (h) meet with the board, upon request for good cause, for the purpose of evaluating the
81 applicant's qualifications for licensure.
82 (3) (a) All applicants for certification as a psychology resident shall comply with the
83 provisions of Subsections (1)(a), (b), (c), (d), and (h).
84 (b) An individual's certification as a psychology resident is limited to the period of time
85 necessary to complete clinical training as described in Subsections (1)(e) and (f) and extends

86 not more than one year from the date the minimum requirement for training is completed,
87 unless the individual presents satisfactory evidence to the division and the Psychologist
88 Licensing Board that the individual is making reasonable progress toward passing the
89 qualifying examination or is otherwise on a course reasonably expected to lead to licensure as a
90 psychologist, but the period of time under this Subsection (3)(b) may not exceed two years past
91 the date the minimum supervised clinical training requirement has been completed.
