Senator Howard A. Stephenson proposes the following substitute bill:

7 LONG TITLE
8 General Description:
9 This bill requires the Public Education Appropriations Subcommittee to study issues
10 relating to school nurses.
11 Highlighted Provisions:
12 This bill:
13 . requires the Public Education Appropriations Subcommittee to study issues relating
14 to school nurses;
15 . requires a final report to be prepared prior to the 2007 General Session of the
16 Legislature; and
17 . authorizes four additional Public Education Appropriations Subcommittee meetings
18 during the 2006 interim.
19 Monies Appropriated in this Bill:
20 This bill appropriates:
21 . $18,000 from the General Fund for fiscal year 2005-06 only to fund the study.
22 Other Special Clauses:
23 This bill is repealed on January 15, 2007.

27 Be it enacted by the Legislature of the state of Utah:
28 Section 1. Study -- Final report.
29 (1) The Public Education Appropriations Subcommittee shall review and make
30 recommendations on public education school nurse staffing and on the following issues:
31 (a) nurse-student ratios;
32 (b) best practices to improve school nurse services in public education;
33 (c) the funding of school nurses;
34 (d) health clinic requirements under the No Child Left Behind Act of 2001, 20 U.S.C.
35 Sec. 6301 et seq.;
36 (e) the coordination between public health nurses and school nurses;
37 (f) the use of licensed, volunteer school nurses; and
38 (g) other school nurses issues that are of interest to the committee.
39 (2) The Public Education Appropriations Subcommittee shall prepare a final report on
40 the issues described under Subsection (1) prior to the 2007 General Session of the Legislature.
41 (3) The Public Education Appropriations Subcommittee is authorized to hold up to
42 four additional meetings during the 2006 interim to complete the study and report required
43 under this section.
44 Section 2. Appropriation.
45 There is appropriated $18,000 from the General Fund for fiscal year 2005-06 only:
46 (1) $5,000 to the Senate to pay for the compensation and expenses of senators on the
47 Public Education Appropriations Subcommittee; and
48 (2) $13,000 to the House of Representatives to pay for the compensation and expenses
49 of representatives on the Public Education Appropriations Subcommittee.
50 Section 3. Repeal date.
51 This bill is repealed on January 15, 2007.
