             10      General Description:
             11          This bill creates the Privatization of Government Functions Task Force.
             12      Highlighted Provisions:
             13          This bill:
             14          .    creates the Privatization of Government Functions Task Force;
             15          .    sets forth the duties of the task force; and
             16          .    requires the task force report to the Business and Labor Interim Committee and the
             17      Government Operations Interim Committee.
             18      Monies Appropriated in this Bill:
             19          This bill appropriates:
             20          .    $6,000 to the Senate; and
             21          .    $8,400 to the House of Representatives.
             22      Other Special Clauses:
             23          This bill is repealed on November 30, 2006.

             27      Be it enacted by the Legislature of the state of Utah:


             28          Section 1. Privatization of Government Functions Task Force -- Creation
             29      -- Membership -- Interim rules followed -- Compensation -- Staff.
             30          (1) There is created the Privatization of Government Functions Task Force consisting
             31      of the following 12 members:
             32          (a) five members of the Senate appointed by the president of the Senate, no more than
             33      four of whom may be from the same political party; and
             34          (b) seven members of the House of Representatives appointed by the speaker of the
             35      House of Representatives, no more than five of whom may be from the same political party.
             36          (2) (a) The president of the Senate shall designate a member of the Senate appointed
             37      under Subsection (1)(a) as a cochair of the task force.
             38          (b) The speaker of the House of Representatives shall designate a member of the House
             39      of Representatives appointed under Subsection (1)(b) as a cochair of the task force.
             40          (3) In conducting its business, the task force shall comply with the rules of legislative
             41      interim committees.
             42          (4) Salaries and expenses of the members of the task force shall be paid in accordance
             43      with Section 36-2-2 and Legislative Joint Rule 15.03.
             44          (5) The Office of Legislative Research and General Counsel shall provide staff support
             45      to the task force.
             46          Section 2. Duties -- Interim report.
             47          (1) The task force shall review and make recommendations on the following issues:
             48          (a) the effectiveness, powers, and duties of the Privatization Policy Board under Title
             49      63, Chapter 55a, Privatization Policy Board;
             50          (b) methods to promote privatization of appropriate government functions;
             51          (c) placing restrictions on government competition with private business;
             52          (d) providing for equity, especially in taxes and regulation, for private businesses that
             53      compete with government to provide services; and
             54          (e) any other issue the task force chooses to address related to privatization of
             55      government functions.
             56          (2) Before November 30, 2006, the task force shall present a final report, including any
             57      proposed legislation, to the:
             58          (a) Business and Labor Interim Committee; and


             59          (b) Government Operations Interim Committee.
             60          Section 3. Appropriation.
             61          There is appropriated from the General Fund for fiscal year 2006-07 only:
             62          (1) $6,000 to the Senate to pay for the compensation and expenses of senators on the
             63      task force; and
             64          (2) $8,400 to the House of Representatives to pay for the compensation and expenses
             65      of representatives on the task force.
             66          Section 4. Repeal date.
             67          This bill is repealed on November 30, 2006.
