9 General Description:
10 This resolution modifies interim rules governing quorum requirements.

20 Be it resolved by the Legislature of the state of Utah:
21 Section 1. IR3-2-101 is amended to read:
22 IR3-2-101. Quorum Requirements.
23 (1) For the purpose of determining a committee or subcommittee quorum, a majority is
24 at least 50% in one house and more than 50% in the other.
25 (2) If a member of the committee or subcommittee fails to attend two consecutive
26 meetings of a committee or subcommittee in any calendar year, that legislator's membership in
27 the committee or subcommittee is not counted for that calendar year in determining a quorum,

28 except for meetings that the legislator actually attends.
29 (3) Except for meetings that the legislator actually attends, legislators who are
30 members of the Legislative Management Committee are not counted in determining a quorum.
31 (4) Notwithstanding the requirements of Subsections (2) and (3), at least one Senator
32 must be present in order to have a committee or subcommittee quorum.
33 Section 2. Effective date.
34 This resolution takes effect upon approval by a constitutional majority vote of all
35 members of the Senate and House of Representatives.
