Chair S. Clark called the meeting to order at 8:07 a.m.

MOTION:    Rep. Adams moved to approve the minutes of the January 19, 2006 meeting. The motion passed unanimously, with Rep. Biskupski, Rep. D. Clark, Rep. Kiser, Rep. Morley, and Rep. Oda absent for the vote.

H.B. 40    Expenditures for Tourism, Recreation, Cultural, and Convention Facilities and Activities (Rep. J. S. Adams)

Rep. Adams introduced the bill to the committee.

MOTION:    Rep. Frank moved to pass the bill out favorably. The motion passed unanimously, with Rep. D. Clark, Rep. Kiser, and Rep. Morley absent for the vote.




H.B. 39    Utah International Trade Commission (Rep. S. Allen)

Rep. Allen introduced the bill to the committee.

Spoke for the bill:    Brian Farr, Division Chief, State Agency Council

MOTION:    Rep. Hansen moved to pass the bill out favorably. The motion passed unanimously, with Rep. Morley absent for the vote.

S.B. 40    Mine Safety and Certificate Amendments (Sen. M. Dmitrich)

Sen. Dmitrich introduced the bill to the committee, with the assistance of Lee Ellertson, Commissioner, Utah Labor Commission.

MOTION:    Rep. Hansen moved to pass the bill out favorably. The motion passed with Rep. Morley absent for the vote.

MOTION:    Rep. Dunnigan moved to reconsider the minutes of the January 19, 2006 meeting, which reflected an error in the committee report for H.B. 204. Line 40 of the committee amendment should be changed to read "least 20%, except for a qualified high deductible health plan, of eligible medical". He noted that the committee report would be corrected. The motion passed unanimously, with Rep. Morley absent for the vote

S.B. 14    Insurance Department - Sunset Amendments and Revisions (Sen. S. Jenkins)

Rep. Dunnigan introduced the bill to the committee, with the assistance of Neal Gooch, Deputy Commissioner, Utah Insurance Department.

MOTION:    Rep. Biskupski moved to pass the bill out favorably. The motion passed unanimously, with Rep. Morley absent for the vote.

MOTION:    Rep. Biskupski moved that S.B. 14 be placed on the Consent Calendar. The motion passed unanimously, with Rep. Morley absent for the vote.

H.B. 110    Airport Security Amendments (Rep. G. Hughes)

Rep. Hughes introduced the bill to the committee, with the assistance of Lynn Pace, Deputy Attorney, Salt Lake City.



MOTION:    Rep. Kiser moved that H.B. 110 be returned to House Rules Committee with the recommendation that it be reassigned to the House Transportation Standing Committee.

Rep. Kiser withdrew the motion.

MOTION:    Rep. Frank moved to pass the bill out favorably. The motion failed with Rep. Duckworth, Rep. Frank, and Rep. Hansen voting in favor. Rep. Adams and Rep D. Clark were absent for the vote.

MOTION:    Rep. Biskupski moved to adjourn. The motion passed unanimously, with Rep. Adams and Rep. D. Clark absent for the vote.
