Vice Chair Dunnigan called the meeting to order at 8:07 a.m.

MOTION:    Rep. Frank moved to approve the minutes of the January 31, 2006 meeting. The motion passed unanimously, with Rep. Adams, Rep. Biskupski, Rep. S. Clark, Rep. Hansen, and Rep. Morley absent for the vote.

H.B. 286     Mold Amendments (Rep. D. Hogue)

Rep. Hogue introduced the bill and the substitute to the committee. (handout)
1st Sub. H.B. 286    


MOTION:    Rep. Kiser moved to delete in title and body H.B. 286 and replace it with 1st Substitute H.B. 286. The motion passed unanimously, with Rep. Adams, Rep. S. Clark, Rep. Hansen, and Rep. Morley absent for the vote.

MOTION:    Rep. Frank moved to amend the bill as follows:

1.    Page 2, Lines 50 through 56 :    

             50          (1) The department shall
{   prepare   }        make available       information

concerning:


             51          (a) the health impacts of mold on a person who occupies real property containing mold;
             52      and
             53          (b) recommended practices for a person who owns or occupies real property containing
             54      mold.
             55          (2) The department shall use any reasonable means to make the information
{   prepared   }        available      

             56      under Subsection (1) available and accessible to the public.

The motion to amend passed unanimously, with Rep. S. Clark and Rep. Hansen absent for the vote.

Vice Chair Dunnigan relinquished the chair to Chair Clark.

MOTION:    Rep. Kiser moved to proceed to the next item on the agenda.

SUBSTITUTE
MOTION:    Rep. Adams moved to table the substitute bill. The motion passed, with Rep. S. Clark, Rep. Kiser, and Rep. Wyatt voting in opposition. Rep. Hansen was absent for the vote.

Vice Chair Dunnigan resumed the chair.

H.B. 276    Medicaid Covered At Work Premium Subsidy (Rep. K. Holdaway)

Rep. Holdaway introduced the bill, with the assistance of Judi Hilman, Health Policy Director, Voices for Utah Children. (handout)

MOTION:    Rep. Wyatt moved to pass the bill out favorably. The motion passed, with Rep. Morley voting in opposition and Rep. S. Clark absent for the vote.

This bill was not considered.

H.B. 160    Construction Standard Amendments (Rep. M. Morley)

Rep. Morley introduced the bill and the substitute to the committee.

MOTION:    Rep. Morley moved to delete in title and body H.B. 160 and replace it with 1st Substitute H.B. 160. The motion passed unanimously, with Rep. S. Clark and Rep. Kiser absent for the vote.
