Vice Chair Christensen called the meeting to order at 8:30 A.M. and welcomed committee members. He excused Chair Dayton.


H.B. 66    Tuition Waivers for Higher Education (Rep. C. Buttars)


Rep. Buttars said the bill increases the number of tuition waivers for nonresident students.

The following spoke in favor of the bill

President Albrecht, Utah State University

Motion: Rep. Shurtliff moved to pass the bill out favorably.

The motion passed with Rep. Ferrin and Rep. Hogue voting in opposition to the bill and Rep. Bigelow, Rep. Dougall and Rep. Dayton absent..


H.B. 81    Tuition Program for Students Seeking Teacher Licensure (Rep. R. Menlove)

Rep. Menlove introduced the bill which modifies the Terrel H. Bell Teaching Incentive Loans program.

The following spoke in support of the bill:

Dave Buhler, Utah Commission of Higher Education
Supt. Patti Harrington, State Board of Education

Motion: Rep. Johnson moved to pass the bill out favorably. The motion passed unanimously with Rep. Dayton and Rep. Dougall absent.

H.B. 230    High School Curriculum (Rep. B. Daw)


Rep. Daw introduced the bill which establishes additional high school curriculum requirements.

The following stated the bill is not necessary:

Steve Peterson, Utah School Boards Association and Utah Superintendents Association,
Sarah Meier, Granite School Board Association
Supt. Patti Harrington, State Board of Education

Motion: Rep. Dougall moved to pass the bill out favorably. The motion passed with Rep. Spackman Moss and Rep Shurtliff in opposition. Rep. Dayton and Rep. Johnson were absent.
