Rep. Dayton called the meeting to order at 8:10 a.m. and Rep. Moss gave a brief lesson on English grammar.

MOTION:     Rep. Gowans moved to approve the minutes of January 17, and 19, 2006. The motion passed unanimously.

Chair Rep. Dayton moved HB 218 to first on the agenda. She also indicated HB 68 would be put on the next agenda as Rep. Shurtliff was unable to be here today.

H.B. 218    Schools for the Deaf and Blind Salary Adjustment
Rep. Morgan said the bill directs the State Board of Education to include in its annual budget request for the Utah Schools for the Deaf and the Blind money for salary adjustments.

The following spoke in support of the bill:

MOTION:     Rep. Ferrin moved to pass the bill out favorably. The motion passed unanimously, with Rep. Christensen, Rep. Hogue, Rep. Holdaway, Rep. Hughes, and Rep. Johnson absent for the vote.

HB99 School Community Councils
Rep. Fisher explained the bill modifies the membership of school community councils.

The following spoke in support of the bill:

Paula Plant, Utah State Office of Education
Steve Peterson, Utah School Boards Association
Ray Timothy, Utah State Office of Education, commented on the bill.
                            
MOTION:     Rep. Dougall moved to move to the next item on the agenda.

SUBSTITUTE
MOTION:    Rep. Hogue moved to pass the bill out favorably. The motion failed with Representatives Bourdeaux, Christensen, Gowans, Hogue, Holdaway, Moss, and Urquhart voting in favor of the motion.

MOTION:    A vote was taken on Rep. Douglass's motion to move to the next item. The motion passed with Representatives Bourdeaux, Gowans, Hogue and Moss voting in opposition.

HB119 Board of Regents Amendments
Rep. Urquhart stated the bill requires all appointments to the State Board of Regents be made on a nonpartisan basis.

Regent Megan Holbrook stated that the Board of Regents opposes the bill. On further questioning, she said she opposes the bill and the Board of Regents has not taken a position on the bill.

MOTION:    Rep. Dougall moved to pass the bill out favorably. The motion passed with Representatives Bordeaux, Gowans and Moss voting in opposition.

The meeting adjourned at 9:05 a.m.
