Rep. Dayton called the meeting to order at 8:10 a.m.

Rep. Moss gave a brief lesson on English grammar.

MOTION:    Rep. Christensen moved to approve the minutes with the following changes:
    The amendment to H.J.R. 11 should include "and interferes with" after "violates". The motion passed unanimously with Rep. Hughes and Rep. Johnson absent for the vote.

H.B. 176    School District Enrollment Diversity (Rep. D. Bourdeaux)

Rep. Bourdeaux introduced the bill which requires the school performance report to contain disaggregated totals for advanced placement and concurrent enrollment data and to promote accelerated learning programs.

MOTION:    Rep. Dougall moved to pass the bill out with a favorable recommendation. The motion passed unanimously with Rep. Gowans, Rep. Hughes, and Rep. Johnson absent for the vote.




H.B. 84    Income Tax - Education Funding (Rep. L. Shurtliff)

Rep. Shurtliff reviewed handouts which show what portion of income tax revenues is allocated to the public education system and higher education system and introduced H.B. 84 which requires 90% of income tax revenue be used for the public education system.

Supt. Patti Harrington, State Superintendent, stated the following organizations support the bill:

State Board of Education
Utah School Boards Association
Utah Superintendents Association
Utah Elementary and Secondary School Principals Association

MOTION:    Rep. Christensen moved to pass the bill out with a favorable recommendation.

SUBSTITUTE
MOTION:    Rep. Dougall moved to amend the bill as follows:

    Page 2, Line 32: Delete "90%" and insert "100%"

    Page 2, Lines 34-35: Delete lines 34-35

    The motion failed with Rep. Dougall, Rep. Hughes, Rep. Bigelow, and Rep. Urquhart voting in favor.

    A vote was taken on Rep. Christensen's motion. The motion passed with Rep. Dougall, Rep. Hughes, Rep. Newbold, Rep. Johnson, Rep. Dayton, and Rep. Urquhart voting in opposition.

H.B. 98    Beginning Teacher Enhancements (Rep. J. Gowans)

Rep. Gowans said the bill provides money to increase salaries of beginning teachers and to fund a mentoring program.

MOTION:    Rep. Urquhart moved to pass the bill out with a favorable recommendation. The motion passed unanimously with Rep. Bigelow, Rep. Dougall, Rep. Ferrin, and Rep. Christensen absent for the vote.



H.B. 181    Education Reform (Rep. S. Urquhart)

MOTION:    Rep. Urquhart moved to delete in title and body H.B. 181 and adopt lst Substitute H.B. 181. The motion passed unanimously with Rep. Bigelow, Rep. Dougall, Rep. Ferrin, and Rep. Christensen absent for the vote.

Chair Dayton noted that by a show of hands a representative of the UEA indicated opposition to the bill and Kim Burningham indicated support. Mr. Burningham noted that he was not representing the State Board of Education.

MOTION:    Rep. Gowans moved to pass the bill out favorably.

SUBSTITUTE
MOTION:    Rep. Holdaway moved to move to the next item on the agenda. The motion failed with Rep. Holdaway, Rep. Hogue, and Rep. Bourdeaux voting in favor of the motion. Rep. Johnson, Rep Moss, and Rep. Christensen were absent for the vote.

    A vote was taken on Rep. Gowan's motion. The motion passed with Rep. Holdaway, Rep. Hogue, and Rep. Bourdeaux voting in opposition. Absent for the vote were Rep. Johnson, Rep. Moss, and Rep. Christensen.

H.B. 172    Local Land Use Provisions Relating to Schools (Rep. J. Ferrin)

MOTION:    Rep. Ferrin moved to delete in title and body H.B. 172 and adopt 1st Substitute H.B. 172. The motion passed unanimously with Rep. Bigelow, Rep. Moss, Rep. Shurtliff, and Rep. Christensen absent for the vote.

MOTION:    Rep. Hogue moved to pass out 1st Substitute H.B. 172 with a favorable recommendation. The motion passed unanimously with Rep. Bigelow, Rep. Gowans, Rep. Johnson, Rep. Moss, Rep. Newbold, Rep. Shurtliff, and Rep. Christensen absent for the vote.

The meeting was adjourned at 10:00 am.
