Rep. Moss gave a brief lesson on grammar.

MOTION:    Rep. Johnson moved to approve the minutes of February 13, 15, and 17, 2006. The motion passed unanimously with Rep. Dougall, Rep. Ferrin, Rep. Shurtliff, and Rep. Christensen absent for the vote.

H.B. 143    Instructional Expenses Requirements (Rep. G. Hughes)

Rep. Hughes explained the bill requires that 65% of operational expenses should be spent in the classroom.

MOTION:    Rep. Johnson moved to pass the bill out favorably.

             33          (b) "Instructional expenditures" means expenditures for

    The motion to amend passed with Rep. Christensen, Rep. Dayton, Rep. Hughes, and Rep. Johnson voting in opposition and Rep. Dougall absent for the vote.

Motion:    Rep. Johnson moved to pass the bill out favorably. The motion passed with Rep. Bourdeaux, Rep. Dayton, Rep. Gowans, Rep. Hogue, Rep. Moss, and Rep. Shurtliff voting in opposition.

H.B. 351    Carson Smith Scholarship Program Amendments (Rep. M. Newbold)

Rep. Newbold explained the modifications made to the Carson Smith Scholarship Program. The bill provides two ways a private school may show it has adequate resources to operate for the first year.

MOTION:    Rep. Christensen moved to pass H.B. 351 out favorably. The motion passed with Rep. Gowans, Rep. Holdaway, Rep. Moss and Rep. Shurtliff voting in opposition.
    Rep. Hogue and Rep. Johnson were absent for the vote.

H.B. 408    Public Education Consolidated Report (Rep. M. Dayton)

The bill was not heard.

H.B. 441    Basic Skills Competency Test Requirements (Rep. K. Morgan)

Rep. Morgan said the bill delays the administration of the basic skills competency test from tenth

grade to eleventh grade.

Rhonda Rose, Utah PTA, spoke in opposition to the bill.

MOTION:    Rep. Ferrin moved to proceed to the next item on the agenda. The motion passed with Rep. Moss and Rep. Shurtliff voting in opposition and Rep. Hogue and Rep. Johnson absent for the vote.

H.J.R. 28    Resolution Encouraging State Research University to Focus on Enhancing State Trust Lands (Rep. E. Hutchings)

MOTION:    Rep. Hughes moved to delete in title and body H.J.R. 28 and adopt 1st Substitute H.J.R. 28. The motion passed unanimously with Rep. Bourdeaux, Rep. Hogue, and Rep. Johnson absent for the vote..

Rep. Hutchings said the resolution urges the state research universities to study ways to identify innovative uses of resources on state lands.

Kevin Carter, Director, State School and Institutional Trust Lands Administration, spoke in favor of the bill.

MOTION:    Rep. Holdaway moved to pass H.J.R. 28 out favorably. The motion passed unanimously with Rep. Bourdeaux, Rep. Hogue, and Rep. Johnson absent for the vote.

S.J.R. 9    Resolution Recognizing Right to Participate in Religious Expressions in Public Schools (Sen. P. Hellewell)

MOTION:    Christensen moved to place S.J.R.9 on the next agenda. The motion passed with Rep. Ferrin voting in opposition and Rep. Bourdeaux, Rep. Hogue, and Rep. Johnson absent for the vote.

MOTION:    Rep. Dougall moved to adjourn the meeting at 9:55 am. The motion passed unanimously with Rep. Bourdeaux, Rep Hogue and Rep. Johnson absent for the vote.
