Rep. Bowman called the meeting to order at 8:17 a.m.

MOTION:    Rep. Hansen moved to approve the minutes of the January 26, 2006 meeting. The motion passed unanimously with Rep. Aagard, Rep. Hutchings, and Rep. Hughes absent for the vote.

Rep. Bowman relinquished the Chair to Rep. Aagard.

H.B. 117    Grama Records Committee Appeal (Rep. C. Moss)

Rep. Moss explained the bill to the committee.

MOTION:    Rep. Hansen moved to pass the bill out favorably. The motion passed unanimously, with Rep. Hughes absent for the vote.

H.B. 120    Election and Referendum Procedures (Rep. D. Hogue)

Rep. Hogue explained the bill to the committee.


MOTION:    Rep. Hansen moved to pass the bill out favorably. The motion passed

unanimously, with Rep. Hughes absent for the vote.

H.B. 248    Executive and Legislative Coordination Act (Rep. D. Hogue)

Rep. Hogue explained the bill to the committee.

MOTION:    Rep. Hutchings moved to amend the bill as follows:

1.    Page 2, Lines 44 through 46 :    

             44          (2) A state agency shall

  directly       notify each legislator of any agency-related event that:

             45          (a) directly
{   impacts the citizens   }        involves a substantial group of individuals within the community or the community as a whole       within the legislator's district; or

             46          (b) takes place within the legislator's district.

The motion to amend passed unanimously.

MOTION:    Rep. Hutchings moved pass the bill out favorably, as amended. The motion passed, with Rep. Hendrickson voting in opposition.

H.C.R. 5    Resolution Urging Congress to Resolve Camp Williams Boundary Issues (Rep. D. Hogue)

Rep. Hogue explained the bill to the committee.

MOTION:    Rep. Buttars moved to pass the bill out favorably. The motion passed unanimously.

MOTION:    Rep. Hutchings moved to place HCR5 on the consent calendar. The motion passed unanimously.

S.B. 47    Restoration of Voting Rights Amendments (Sen. B. Goodfellow) (Rep. N. Hendrickson)

Rep. Hendrickson explained the bill to the committee.

MOTION:    Rep. Hansen moved to pass the bill out favorably. The motion passed unanimously.
