Rep. Last called the meeting to order at 8:12 a.m.

MOTION:    Rep. Buxton moved to approve the minutes of the January 19, 2006 meeting. The motion passed unanimously with Rep. Menlove absent for the vote.


H.B. 89    Adoption and Vital Statistics Amendments (Rep. K. Holdaway)

Rep. Holdaway introduced H.B. 89 and explained it to the committee.

Spoke in favor of the bill:    Jamie Kirkland, citizen

MOTION:    Rep. Jones moved to pass the bill out favorably. The motion passed unanimously with Rep. Menlove absent for the vote.


H.B. 263    Child Care Revisions (Rep. D. G. Buxton)

Rep. Buxton introduced H.B. 263 and explained it to the committee, assisted by Jamie Momberger, Utah Child Care Association. Teresa Whiting, Bureau of Child Care Licensing, responded to questions of committee members.

Spoke to the bill:    Karen Silver, Salt Lake Community Action Program




MOTION:    Rep. Mascaro moved to amend the bill as follows:

1.    Page 3, Line 59 :    

             59          (A) [five] ten hours of department-approved training
  as specified by the department by administrative rule       ; and


The motion to amend the bill passed unanimously.

MOTION:    Rep. Litvack moved to further amend the bill as follows:

1.    Page 3, Lines 66 through 67 :    

             66          (ii)
  if the provider does not take corrective action,       inform the parents of each child in the care of the provider of the results of the

             67      department's inspection and the failure of the provider to take corrective action.

The motion to amend the bill passed unanimously.

MOTION:    Rep. Mascaro moved to pass the amended bill out favorably. The motion passed unanimously with Rep. Menlove absent for the vote.


S.B. 6    Health and Human Services Sunset and Reporting Amendments (Sen. A. Christensen) (Rep. B. Last)

Sen. Christensen introduced S.B. 6 and explained it to the committee.

MOTION:    Rep. Litvack moved to pass the bill out favorably. The motion passed unanimously with Rep. Menlove absent for the vote.


S.B. 7    Child Protection Amendments (Sen. G. Bell) (Rep. L. Fowlke)

Rep. Bell introduced S.B. 7 and explained it to the committee, assisted by Mark May, Attorney General's Office.

Spoke in favor of the bill:    Stewart Ralphs, Utah Domestic Violence Council and
                                Family Law Section of the Utah State Bar
                            Duane Betournay, Division of Child and Family Services




MOTION:    Rep. Jones moved to pass the bill out favorably. The motion passed unanimously with Rep. Litvack absent for the vote.

H.B. 260    State Office of Rehabilitation - Budget Recommendations (Rep. B. Last)

Rep. Last introduced H.B. 260 and explained it to the committee.

MOTION:    Rep. Mascaro moved to pass the bill out favorably. The motion passed unanimously with Rep. Jones and Rep. Litvack absent for the vote.

H.B. 103    Changes to Definitions of a Child and a Minor (Rep. W. Harper)

H.B. 103 was not considered in this meeting.


MOTION:    Rep. Buxton moved to adjourn the meeting. The motion passed unanimously with Rep. Jones and Rep. Litvack absent for the vote.
