Rep. Last called the meeting to order at 8:39 a.m.

MOTION:    Rep. Litvack moved to approve the minutes of the January 31, 2006 meeting. The motion passed unanimously with Rep. Menlove and Rep. Ray absent for the vote.

H.B. 24    Medicaid Dental Reimbursement Amendments (Rep. S. Mascaro)

Rep. Mascaro introduced H.B. 24 and explained it to the committee. He was assisted by Dr. Steven Steed, State Dental Director, Department of Health, and Michael Hales, Acting Medicaid Director, Department of Health, who provided handouts to the committee.

Rep. Stephen Clark introduced 1st Substitute H.B. 24.

MOTION:    Rep. Buxton moved to delete in title and body H.B. 24 and replace it with 1st Sub. H.B. 24.

MOTION:    Rep. Menlove moved to proceed to the next item on the agenda. The motion passed unanimously.


H.B. 118    Utah Health Care Workforce Financial Assistance Act Amendments (Rep. J. Biskupski)

Rep. Biskupski introduced H.B. 118 and explained it to the committee, assisted by Judi Hilman, Voices for Utah Children (handout).



MOTION:    Rep. Ray moved to amend the bill as follows:

1.    Page 2, Lines 46 through 48 :    

             46          (f) a radiology technologist
{   or radiology practical technician   } licensed under Title 58,

             47      Chapter 54, Radiology Technologist and Radiology Practical Technician Licensing Act;
             48          (g) a
{   medical   }        clinical       laboratory technician as defined by the department by administrative rule;


2.    Page 4, Lines 116 through 117 :    

             116          (l) one radiology technician
{   appointed   }        nominated       by the Society of Radiological Technicians; and

             117          (m) one
  clinical       laboratory technician      {   appointed   }        nominated       by the Utah      {   Hospital   }        Hospitals and Health Systems       Association        or the Utah chapter of the American Society for Clinical Laboratory Science       .


The motion to amend the bill passed unanimously.

MOTION:    Rep. Litvack moved to pass H.B. 118 as amended out favorably. The motion passed unanimously.

H.B. 314    Medical Examiner's Office Amendments (Rep. G. Donnelson)

Rep. Donnelson introduced H.B. 314 and explained it to the committee assisted by Debbie Turner, Department of Health.

MOTION:    Rep. Ray moved to pass the bill out favorably. The motion passed with Rep. Buxton, Rep. Jones, and Rep. Menlove voting in opposition to the motion.

OTION:    Rep. Mascaro moved to adjourn the meeting. The motion passed unanimously.
