Rep. Ray called the meeting to order at 8:10 a.m.

MOTION:    Rep. Litvack moved to approve the minutes of the February 2, 2006 meeting. The motion passed unanimously.


H.B. 461    Veterans Nursing Home - Extension Bond Authorization (Rep. A. Hardy)

Rep. Hardy introduced H.B. 461 and explained it to the committee.

Spoke in favor of the bill:    Dennis McFall, Division of Veterans Affairs

MOTION:    Rep. Mascaro moved to pass the bill out favorably. The motion passed unanimously.

MOTION:    Rep. Litvack moved to place H.B. 461 on the Consent Calendar. The motion passed unanimously.


S.B. 59    Purchasing from People with Disabilities Amendments (Sen. S. Killpack)

Sen. Killpack introduced S.B. 59 and explained it to the committee.

S.B. 141    Response to HIPAA Changes (Sen. P. Knudson)

Sen Knudson introduced S.B. 141 and explained it to the committee.

MOTION:    Rep. Litvack moved to pass the bill out favorably. The motion passed unanimously.

MOTION:    Rep. Last moved to place S.B. 141 on the Consent Calendar. The motion passed unanimously.

Rep. Ray relinquished the chair to Rep. Last.


H.B. 194    Service Animals (Rep. P. Ray)

MOTION:    Rep. Ray moved to amend the bill as follows:

1.    Page 7, Lines 204 through 209 :    

             204          (b) "Search and rescue dog" means a dog:
             205          (i)
{   trained   }        with documented training       to locate persons who are:

             206          (A) lost, missing, or injured; or
             207          (B) trapped under debris as the result of a natural or man-made event; and
             208          (ii)
{   certified by the National Association for Search and Rescue or a similar nationally

             209      recognized  
}
  affiliated with an established search and rescue dog       organization.


2.    Page 9, Lines 256 through 261 :    

             256          (2) "Search and rescue dog" means a dog:
             257          (a)
{   trained   }        with documented training       to locate persons who are:

             258          (i) lost, missing, or injured; or
