Rep. Last called the meeting to order at 4:24 p.m.

MOTION:    Rep. Buxton moved to approve the minutes of the February 10, 2006 meeting. The motion passed unanimously with Rep. Menlove absent for the vote.


H.B. 343    Health Insurance Prompt Pay Amendments (Rep. S. Urquhart)

Rep. Urquhart introduced H.B. 343 and explained it to the committee assisted by Kim Wirthlin, University of Utah Health Care.

Spoke in opposition to the bill:    Kelly Atkinson, Utah Health Insurance Association
                        Jennifer Cannaday, Regence Blue Cross, Blue Shield

MOTION:    Rep. Last moved to pass H.B. 343 out favorably. The motion passed with Rep. Litvack voting in opposition to the motion.


H.B. 24    Medicaid Dental Reimbursement Amendments (Rep. S. Mascaro)

MOTION:    Rep. Mascaro moved to delete in title and body H.B. 24 and replace it with 2nd Sub. H.B. 24, Medicaid Dental and Physician Reimbursement Amendments. The motion passed unanimously.

Rep. Mascaro introduced 2nd Sub. H.B. 24 and explained it to the committee.




Spoke in favor of the bill:    Tom Metcalf, M.D., Intermountain Pediatric Society

MOTION:    Rep. Menlove moved to pass 2nd Sub. H.B. 24 out favorably. The motion passed with Rep. Last voting in opposition to the motion and Rep. Litvack absent for the vote.

Sen. Killpack introduced 1st Sub. S.B. 152 and explained it to the committee.

MOTION:    Rep. Litvack moved to pass H.B. 186 out favorably. The motion passed unanimously.

MOTION:    Rep. Buxton moved to pass H.J.R. 26 out favorably. The motion passed unanimously.
