Rep. Last called the meeting to order at 8:34 a.m.

MOTION:    Rep. Buxton moved to approve the minutes of the February 17, 2006 meeting. The motion passed unanimously with Rep. Mascaro absent for the vote.


H.B. 407    Counseling for Families of Veterans (Rep. T. Cosgrove)

Rep. Cosgrove introduced H.B. 407 and explained it to the committee. He was assisted by Mark Hollingshead, Division of Child and Family Services, and Larry Daniel, Vets and Military Family Caucus.

Spoke in favor of the bill:    Col. Scott Olsen, Utah National Guard
                        Deborah Turner, Utah Department of Health

Spoke to the bill:            Terry Schow, Veterans Administration

MOTION:    Rep. Mascaro moved to amend the bill as follows:

1.    Page 1, Line 13 :    

             13          .    directs the Department of Health
  and/or the Department of Human Services       to develop and implement a statewide counseling


2.    Page 2, Lines 36 through 39 :    

             36          (1) There is created within
  either       the Department of Health        or the Department of Human Services       , a counseling        and training       program for the


             37
     families of servicemembers on active duty.
             38          (2) The Department of Health
  and/or the Department of Human Services       shall develop and implement a statewide counseling

             39      program for the servicemember and the servicemember's immediate family.

3.    Page 2, Lines 46 through 47 :    

             46          (4) The Department of Health
  and/or the Department of Human Services       shall seek input from the Utah National Guard regarding

             47      the content of the counseling program.

SUBSTITUTE
MOTION:    Rep. Litvack moved to pass H.B. 407 out favorably. The motion passed unanimously.

MOTION:    Rep. Ray moved to adjourn the meeting. The motion passed unanimously.
