Rep. Morley called the meeting to order at 3:15 p.m.

Rep. Kiser moved to approve the minutes of January 27, 2006. The motion passed unanimously, with Rep. Bourdeaux, Rep. Harper, Rep. Ray, and Rep. Urquhart absent for the vote.

H.J.R. 7    Resolution Opposing United States Supreme Court's Pornography Decision (Rep. R. Bigelow)

Rep. Kiser moved to amend the bill as follows:

1.    Page 3, Lines 66 through 69 :    

             66          BE IT FURTHER RESOLVED that the Legislature of the state of Utah
  ,in order to help protect children,       strongly urges

             67      the United States Congress to pass a constitutional amendment
  ,if necessary,            {   to   }      {   protect minors from   }        prohibiting child      

             68      pornography
  , actual or simulated.

    BE IT FURTHER RESOLVED that the Legislature strongly urges Congress to pass a constitutional amedment, if necessary, to  
     {   and   } criminalize the possession        or viewing       of      {   pornographic images of children in any form   }        child pornography, actual or simiulated, by any individual       .

             69          BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Majority


The motion passed unanimously, with Rep. Bourdeaux, Rep. Christensen, Rep. Harper, Rep. Ray, and Rep. Urquhart absent for the vote.

MOTION:    Rep. Kiser moved to pass the bill out favorably as amended. The motion passed unanimously, with Rep. Urquhart absent for the vote.

MOTION:    Rep. Bowman moved to place HJR 7 on the Consent Calendar. The motion passed unanimously, with Rep. Urquhart absent for the vote.

H.B. 299    Medical Recommendations for Children (Rep. M. Morley)

Rep. Morley relinquished the chair to Rep. Bowman, then introduced the bill.

MOTION:    Rep. Kiser moved to replace HB 299 with HB 299S1. The motion passed, with Rep. Harper and Rep. Ray voting in the opposition.

Spoke to the bill:    Ms. Jan Ferre, Chair, Legislative Coalition for People with Disabilities.

Rep. Bowman returned the chair to Rep. Morley.

H.B. 304    Voiding Transactions Against Public Policy (Rep. L. Christensen)

Rep. Christensen explained the bill.

Spoke against

MOTION:    Rep. Oda moved to pass the bill out favorably.

and Rep. Ray were absent for the vote.

MOTION:    Rep. Harper moved to adjourn. The motion passed unanimously, with Rep. Bourdeaux and Rep. Ray absent for the vote. Rep. Morley adjourned the meeting at 4:40 p.m.
