Rep. Bowman called the meeting to order at 8:05 a.m.

MOTION:    Rep. Oda moved to approve the minutes of February 16, 2006. The motion passed unanimously, with Rep. Bourdeaux, Rep. Kiser, Rep. Ray, and Rep. Morley absent for the vote.

S.B. 98    Safety Belt Enforcement Amendments (Sen. K. Hale)

Rep. Hale introduced the bill to the committee.

H.B. 402    Sentencing Amendments (Rep. S. Urquhart)

Rep. Urquhart introduced the bill to the committee, with the assistance of Mr. Karl Hendrickson, representing Utah Association of Counties.

MOTION:    Rep. Harper moved to pass the bill out favorably. The motion passed unanimously, with Rep. Ray and Rep. Morley absent for the vote.

H.B. 350    Concealed Firearms Instructors (Rep. C. Oda)

Rep. Oda introduced the bill to the committee, with the assistance of Mr. W. Clark Aposhian, representing Utah Self-Defense Instructors' Network.

MOTION:    Rep. Urquhart moved to pass the bill out favorably. The motion passed, with Rep.         Kiser voting in opposition. Rep. Ray was absent for the vote.

H.B. 164    Compensation for Wrongful Conviction and Incarceration (Rep. D. Litvack)

Rep. Litvack introduced the bill to the committee.

MOTION:    Rep. Bourdeaux moved to return H.B 164 to the Rules Committee for interim study. The motion passed unanimously.

S.B. 185    Drug Offender Reform Act Amendments (Sen. S. Killpack)

Sen. Killpack introduced the bill to the committee.

MOTION:    Rep. Bourdeaux moved to pass the bill out favorably. The motion passed unanimously.

MOTION:    Rep. Ray moved to place S.B. 185 on the Consent Calendar. The motion passed unanimously.
