Rep. Barrus called the meeting to order at 8:06 a.m.

MOTION:    Rep. Duckworth moved to approve the minutes of the January 31, 2006 meeting. The motion passed unanimously, with Rep. Dayton, Rep. Painter and Rep. Wheeler absent for the vote.

S.B. 120    Governor's Rural Partnership Board Amendments (Sen. T. Hatch)

Sen. Hatch explained the bill to the committee.

MOTION:    Rep. Gowans moved to pass the bill out favorably. The motion passed unanimously, with Rep. Dayton, Rep. Painter and Rep. Wheeler absent for the vote.



S.B. 45    Oil and Gas Conservation Account Amendments (Sen. M. Dmitrich)

Sen. Dmitrich explained the bill to the committee, with the assistance of John Baza, Director, Division of Oil, Gas and Mining. (handout)

MOTION:    Rep. Biskupski moved to pass the bill out favorably. The motion passed unanimously, with Rep. Dayton, Rep. Ure and Rep. Wheeler absent for the vote.

1st Sub. H.B. 139    State Antiquities and Historic Sites Amendments (Rep. B. Johnson)
Rep. Johnson explained the bill to the committee, with the assistance of John Harja, Assistant Director, Public Lands Policy Coordinating Office.

MOTION:    Rep. Johnson moved to adopt 1st Substitute H.B. 139. The motion passed unanimously, with Rep. Dayton, Rep. Mathis and Rep. Wheeler absent for the vote.

MOTION:    Rep. Dayton moved to pass the bill out favorably. The motion passed unanimously, with Rep. Ure absent for the vote.
