Rep. Barrus called the meeting to order at 8:09 a.m.

H.B. 141    Motor Vehicle Registration Checkoff for Protecting Access to Public Lands and Off-highway Vehicle Education (Rep. M. Noel)

Rep. Noel introduced the bill to the committee, with the assistance of Fred Hayes, Program Coordinator, Utah State Parks.

MOTION:    Rep. Noel moved to amend the bill as follows:

1.    Page 3, Line 87 through Page 4, Line 93 :    

             87          (5) The board shall distribute the funds to a charitable organization that:
             88          (a) qualifies as being tax exempt under Section 501(c)(3) of the Internal Revenue
             89      Code;
{   and   }

             90          
  (b) has at least one full-time employee; and      

    
{   (b)   }        (c)       has as a primary part of its mission to:


             91
         (i) protect access to public lands by motor vehicle and off-highway vehicle operators;
             92      and
             93          (ii) educate the public about appropriate off-highway vehicle use.

The motion to amend passed unanimously, with Rep. Biskupski, Rep. Dayton, Rep. Ure and Rep. Wheeler absent for the vote.

S.B. 67    Conservation Easement Restricted Accounts (Sen. B. Evans)

Sen. Evans introduced the bill to the committee.

Sen Dmitrich introduced the bill to the committee, with the assistance of John Baza, Director, Division of Oil, Gas and Mining.

Sen. Dmitrich declared a conflict of interest.

Sen. Hillyard introduced the bill to the committee.

MOTION:    Rep. Buttars moved to pass the bill out favorably. The motion passed unanimously, with Rep. Biskupski absent for the vote.

H.B. 405    State Parks - Senior Permits (Rep. S. Allen)

MOTION:    Rep. Ure moved to pass the bill out favorably. The motion passed unanimously, with Rep. Walker and Rep. Wheatley absent for the vote.

MOTION:    Rep. Ure moved to amend the bill as follows:

1.    Page 2, Lines 45 through 47 :    

             45          As used in this chapter:
             46          (1) "Business relationship" means any agreement
