Rep. Barrus called the meeting to order at 8:40 a.m.

MOTION:    Rep. Buttars moved to approve the minutes of the February 14, 2006 meeting. The motion passed unanimously, with Rep. Biskupski, Rep. Duckworth, Rep. Walker, Rep. Wheatley and Rep. Wheeler absent for the vote.

S.B. 177    Water Right Application Amendment (Sen. T. Hatch)

Rep. Hatch introduced the bill to the committee.

MOTION:    Rep. Ure moved to pass the bill out favorably. The motion passed unanimously, with Rep. Biskupski, Rep. Duckworth, Rep. Wheatley and Rep. Wheeler absent for the vote.


MOTION:    Rep. Ure moved to place S.B. 177 on the Consent Calender. The motion passed unanimously, with Rep. Biskupski, Rep. Duckworth, Rep. Wheatley and Rep. Wheeler absent for the vote.

1st Sub. H.B. 394    Relocating Outdoor Advertising (Rep. D. Ure)

MOTION:    Rep. Ure moved to adopt 1st Substitute H.B. 394. The motion passed unanimously, with Rep. Duckworth and Rep. Wheatley absent for the vote.

MOTION:    Rep. Ure moved to amend the bill as follows:

1.    Page 2, Lines 49 through 50 :    

             49      federal agency], then the owner shall have the option to
  remodel the structure at the same location or       relocate and remodel the structure to

             50      another location
  within the same jurisdiction       :


The motion to amend passed unanimously, with Rep. Duckworth and Rep. Wheatley absent for the vote.

Rep. Ure further explained the bill, with the assistance of Dewey Reagan, Reagan Outdoor Advertising.

MOTION:    Rep. Cox moved to pass the bill out favorably. The motion passed unanimously.
