Rep. Barrus called the meeting to order at 4:38 p.m.

H.J.R. 29    Resolution Restricting Use of Eminent Domain (Rep. J. Dougall)

Rep. Dougall introduced the bill to the committee.

MOTION:    Rep. Johnson moved to proceed to the next item on the agenda. The motion passed, with Rep. Dayton and Rep. Ure voting in opposition.

1st Sub. H.B. 446    Surplus Lands Amendments (Rep. M. Walker)

Rep. Walker introduced the bill to the committee, with the assistance of Brian Allen, lobbyist, Cottonwood Heights City and Kelvyn Cullimore, Mayor, Cottonwood Heights City.

MOTION:    Rep. Walker moved to adopt 1st Substitute H.B. 446. The motion passed unanimously.


MOTION:    Rep. Ure moved to amend the bill as follows:

1.    Page 2, Line 43 :

The motion to amend passed unanimously, with Rep. Johnson absent for the vote.

MOTION:    Rep. Biskupski moved to pass the bill out favorably. The motion passed unanimously, with Rep. Johnson absent for the vote.

MOTION:    Rep. Cox moved to approve the minutes of the February 16, 2006 meeting. The motion passed unanimously, with Rep. Johnson and Rep. Walker absent for the vote.

H.B. 189    Environmental Health Scientist Modifications (Rep. M. Noel)

Rep. Noel introduced the bill to the committee, with the assistance of Rep. Aaron Tilton.

Spoke against the bill:    Jason Groenewold, Director, Heal Utah

MOTION:    Rep. Dayton moved to pass the bill out favorably. The motion passed, with Rep. Biskupski, Rep. Duckworth and Rep. Wheatley voting in opposition. Rep. Johnson, Rep. Ure and Rep Walker were absent for the vote.

MOTION:    Rep. Buttars moved to adjourn the meeting. The motion passed unanimously, with Rep. Johnson, Rep. Ure and Rep. Walker absent for the vote.
