Vice Chair Lawrence called the meeting to order at 8:35 a.m.

MOTION:    Rep. Shurtliff moved to approve the minutes of January 24, 2006. The motion passed unanimously, with Rep. Becker, Rep. Fisher, and Rep. King absent for the vote.

H.B. 131    Economic Development Incentives (Rep. B. Dee)

Rep. Dee introduced and explained the bill to the committee, with the help of Mike Nelson, Corporate Recruitment Director, Governor's Office of Economic Development. (handout)

MOTION:     Rep. Shurtliff moved that the committee recommend H.B. 131 favorably. The motion passed unanimously, with Rep. Becker and Rep. King absent for the vote.

H.B. 266    Fire Alarm System Certification Requirements (Rep. J. Murray)

Rep. Murray introduced and explained the bill, with the help of Brent Halladay, Chief Deputy, Utah State Fire Marshal.

Rep. Buxton declared a conflict of interest.

MOTION:    Rep. Dee moved to amend H.B. 266 as follows:



1.    Page 4, Lines 97 through 98 :

MOTION:    Rep. Buxton moved that the committee recommend H.B. 266 favorably as amended. The motion passed unanimously, with Rep. Becker, Rep. Gibson, and Rep. King absent for the vote.

H.B. 116    Local Fire Officials Authority (Rep. D. Ure)

Rep. Ure introduced and explained the bill to the committee.

MOTION:    Rep. Dee moved to go to the next item on the agenda. The motion passed, with Rep. Holdaway voting in opposition and Rep. Becker, Rep. King, and Rep. Menlove absent for the vote.

H.B. 132    Local Land Use Requirements (Rep. M. Morley)

Rep. Morley introduced and explained the bill to the committee.

MOTION:    Rep. Dee moved to adopt 1st Substitute H.B. 132. The motion passed unanimously, with Rep. Becker, Rep. King, and Rep. Menlove absent for the vote.

MOTION:    Rep. Holdaway moved to adjourn the meeting. The vote was unanimous. Vice Chair Lawrence adjourned the meeting at 10:00 a.m.
