Rep. Dee called the meeting to order at 8:10 a.m.

MOTION:    Rep. Gibson moved to approve the minutes of February 14, 2006. The motion passed unanimously, with Rep. Becker, Rep. Fisher, Rep. Holdaway, Rep. King absent for the vote.

1st Sub. S.B. 113 Governmental Immunity Limits (Sen. H. Stephenson) (Rep. S. Urquhart)

This bill was not considered.

1st Sub. S.B. 127 Vacating or Changing a Subdivision Plat (Sen. P. Knudson)
     (Rep. Menlove)

Sen. Knudson introduced and explained the bill to the Committee, with the help of Nicole Cline, Planning and Economic Development Manager, Tooele County.

MOTION:    Rep. Menlove moved that the Committee recommend 1st. Sub. S.B. 127 favorably. The motion passed unanimously, with Rep. Becker absent for the vote.



S.B. 168    Community Association Act Amendments (Sen. M. Waddoups)
    (Rep. J. S. Adams)

Sen. Waddoups introduced and explained the bill to the Committee.

MOTION:    Rep. Shurtliff moved to amend S. B. 168 as follows:

1.    Page 2, Lines 45 through 46a
    Senate 3rd Reading Amendments
    2-14-2006 :
    

             45          (4) (a) A lot owner who is assessed a fine under Subsection (1) may request an
             46      informal hearing to protest or dispute the fine within S. [30]

The motion to amend passed unanimously, with Rep. Becker and Rep. Menlove absent for the vote.

MOTION:    Rep. Holdaway moved that the Committee recommend S. B. 168 as amended. The motion passed, with Rep. Fisher voting in opposition, and Rep. Becker and Rep. Menlove absent for the vote.

H.B. 436    Legislative District Changes to Accommodate County Boundary Change

MOTION:    Rep. Buxton moved to amend H.B. 436 as follows:

1.    Page 1, Lines 20 through 21 :

  Section 5. Effective date.

    If approved by two-thirds of all the members elected to each house, this bill takes effect upon approval by the governor, or the day following the constitutional time limit of Utah Constitution Article VII, Section 8, without the governor's signature, or in the case of a veto, the date of veto override.  


The motion to amend passed unanimously, with Rep. Becker and Rep. Menlove absent for the vote.

MOTION    Rep. Gibson moved that the Committee recommend H. B. 436 favorably as amended. The motion passed unanimously, with Rep. Becker and Rep. Menlove absent for the vote.

MOTION:    Rep. Gibson moved that H.B. 436 be placed on the Consent Calendar. The motion passed unanimously, with Rep. Becker and Rep. Menlove absent for the vote.

Sen. Dmitrich introduced and explained the bill to the Committee, with the help of Rick Coleman, Office of Legislative Auditor General.

MOTION:    Rep. King moved that the Committee recommend 1st Sub. S.B. 190 favorably. The motion passed unanimously, with Rep. Becker and Rep. Menlove absent for the vote.

MOTION:    Rep. Gibson moved to adjourn the meeting. The vote was unanimous. Rep. Dee
     adjourned the meeting at 9:08 a.m.
