Rep. Lawrence called the meeting to order at 4:13 p.m.

MOTION:    Rep. Menlove moved to approve the minutes of February 17, 2006. The motion passed unanimously, with Rep. Becker, Rep. Gibson, Rep. Hardy, and Rep. Shurtliff absent for the vote.

1st Sub. S.B. 113 Governmental Immunity Limits (Sen. H. Stephenson) (Rep. S. Urquhart)

This bill was not considered.

S.B. 246     County Director of Personnel Management Amendments (Sen. T. Hatch)
    (Rep. B. Dee)


Sen. Hatch introduced and explained the bill to the Committee.

Rep. Dee declared a conflict of interest.

MOTION:    Rep. Buxton moves to amend S.B. 246 as follows:

1.    Page 2, Lines 53 through 55 :    


             53          (b) (i)
{   As   }        Effective for appointments made after May 1, 2006, and as       an alternative to the procedure under Subsections (1)(a)(ii), (iii), and (iv) and

             54      at the county executive's discretion, the county executive may appoint a director of personnel
             55      management with the advice and consent of the county legislative body.

The motion to amend passed unanimously, with Rep. Becker, Rep. Gibson, Rep. Hardy, and Rep. Shurtliff absent for the vote.

Spoke to the bill: Arie VanDeGraaff, Utah Association of Counties
     Michael Jensen, Deputy Chief, Unified Fire Authority, Salt Lake County and      Chairman, Salt Lake County Council

MOTION:    Rep. Menlove moved that the Committee recommend S. B. 246 favorably as amended. The motion passed unanimously, with Rep. Becker, Rep. Gibson, and Rep. Shurtliff absent for the vote.

MOTION:    Rep. Holdaway moved that S. B. 246 be placed on the Consent Calendar. The motion passed unanimously, with Rep. Becker, Rep. Gibson, and Rep. Shurtliff absent for the vote.

MOTION:    Rep. King moved to adjourn the meeting. The vote was unanimous. Rep. Lawrence adjourned the meeting at 4:28 p.m.
