Rep. Harper called the meeting to order at 8:32 a.m.
H.B. 109 Sales and Use Tax - Food and Food Ingredients and Tax Rates (Rep. M. Newbold)
Rep. Newbold introduced H.B. 109 and explained it to the committee. She handed out charts explaining the fiscal impact on the state sales tax base, on counties, and on cities. Roger Tew, representing the Utah League of Cities and Towns, assisted in answering questions from the committee. Paul Mero, Sutherland Institute; Linda Hilton, Coalition of Religious Communities; Sarah Wilhelm, Voices For Utah Children; and Jim Olsen, Utah Food Industry spoke for the bill. John Inglish, Utah Transit Authority; Mike Jerman, Utah Taxpayers Association; Tom Bingham, Utah Manufacturers Association, and Jim Olsen, Utah Retail Merchants Association spoke against the bill. Sam Klemm, Wasatch Front Regional Council, spoke to the bill.
MOTION: Rep. Frank moved to transmit the bill with a favorable recommendation.
SUBSTITUTE
MOTION: Rep. Snow moved to hold H.B. 109. The motion failed with Reps. Allen, Hunsaker, Murray, and Snow voting in favor and Reps McGee and Donnelson absent for the vote.
The original motion passed with Reps. Hunsaker and Snow voting against and Reps. McGee and Donnelson absent for the vote.
H.B. 51 Sales and Use Taxation of Amusement Devices and Cleaning or Washing of Tangible Personal Property (Rep. W. Harper)
Rep. Harper introduced H.B. 51 and explained it to the committee. Jim Olsen, Utah Food Industry Association, spoke for the bill.
MOTION: Rep. Snow moved to transmit the bill with a favorable recommendation. The motion passed unanimously with Reps Frank and McGee absent for the vote.
H.B. 52 Sales and Use Tax Exemption for Transportation (Rep. W. Harper)
Rep Harper introduced H.B. 52 and explained it to the committee.
MOTION: Rep. Hunsaker moved to transmit the bill with a favorable recommendation. The motion passed unanimously with Reps. Frank and McGee absent for the vote.
MOTION: Rep. Harper moved to place the bill on the consent calendar. The motion passed unanimously with Reps. Frank and McGee absent for the vote.
MOTION: Rep. Newbold moved to adjourn the meeting. The motion passed unanimously with Reps. Frank and McGee absent for the vote.
