Vice Chair Donnelson called the meeting to order at 2:10 p.m.
MOTION: Rep. Hunsaker moved to approve the minutes of the January 17, 2006 meeting. The motion passed unanimously with Reps. Murray and Painter absent for the vote.
Dr. Ray Nelson, Brigham Young University, and Mr. Bruce Johnson, Utah State Tax Commission, presented information to the committee as to possible scenarios for changing the state individual income tax rates and responded to questions from the committee.
H.B. 54 Sales and Use Tax Exemption for Sales of Certain Agricultural Products (Rep. G. Snow)
Rep. Snow introduced H.B. 54 and explained it to the committee. Pam Hendrickson, State Tax Commission, explained the fiscal note on the bill.
MOTION: Rep. Cosgrove moved to transmit the bill with a favorable recommendation. The
motion passed unanimously with Reps. Last, Lockhart, Newbold, and Donnelson absent for the
vote.
H.B. 55 Property Tax - Circuit Breaker Qualifying Limits (Rep. W. Harper)
MOTION: Rep. Frank moved to delete in title and body H.B. 55 and replace it with 1st
Substitute H.B. 55. The motion passed unanimously with Reps. Last, Lockhart, Newbold, and
Donnelson absent for the vote.
Rep. Harper introduced 1st Substitute H.B.55 and explained it to the committee.
Tim Funk, Crossroads Urban Center, and Sheila Walsh-McDonald, Salt Lake Community Action
Program spoke in favor of the bill.
MOTION: Rep. Frank moved to transmit the substitute bill with a favorable recommendation.
The motion passed unanimously with Reps. Last, Lockhart, Newbold, Painter, and Donnelson
absent for the vote.
H.J.R. 2 Resolution Urging Congressional Action on the Tax Deductibility of Medical
Expenses by Individuals (Rep. E. Hutchings)
Rep. Hutchings introduced H.J.R. 2 and explained it to the committee.
MOTION: Rep. Frank moved to transmit the resolution with a favorable recommendation. The
motion passed unanimously with Reps. Last, Lockhart, Newbold, and Painter absent for the vote.
H.J.R. 5 Resolution Providing Property Tax Exemption for Veterans (Rep. M. Wheatley)
H.J.R. 5 was not considered in this meeting.
MOTION: Rep. Romero moved to adjourn. The motion passed unanimously with Reps. Last,
Lockhart, Newbold, and Painter absent for the vote.
The Chair adjourned the meeting at 3:30 p.m.
