Chair Harper called the meeting to order at 2:05 p.m.

MOTION:    Rep. Romero moved to approve the minutes of the January 18, 2006 meeting. The motion passed unanimously with Rep. Allen, Rep. Last, Rep. Lockhart, and Rep. Painter absent for the vote.

H.B. 256    Requirement of Property Tax Increase Advertisement (Rep. G. Hughes)

MOTION:    Rep. Newbold moved to amend the bill as follows:

1.    Page 3, Lines 68 through 69 :    

             68          *    If the proposed budget is approved, this would be an increase of _____% above
             69      the (name of the taxing entity) property tax
  budgeted       revenue for the prior year.


2.    Page 6, Lines 170 through 171 :    

             170          *    If the proposed budget is approved, this would be an increase of _____% above
             171      the (name of the taxing entity) property tax
  budgeted       revenue for the prior year.


The motion passed unanimously with Rep. Allen, Rep. Last, Rep. Lockhart, and Rep. Donnelson absent for the vote.



Rep. Hughes introduced the amended bill and explained it to the committee. Karl Hendrickson, Utah Association of Counties; Roger Tew, Utah League of Cities and Towns; and Mike Jerman, Utah Taxpayers Association spoke in favor of the bill.

MOTION:    Rep. Snow moved to transmit the amended bill with a favorable recommendation. The motion passed unanimously with Rep. Allen, Rep. Last, and Rep. Harper absent for the vote.

H.B. 261    Property Tax Revisions (Rep. M. Newbold)

Rep. Newbold introduced the bill and explained it to the committee. Pam Hendrickson, State Tax Commission spoke in favor of the bill.

MOTION:    Rep. Hunsaker moved to transmit the bill with a favorable recommendation. The motion passed unanimously with Rep. Allen, Rep. Last, and Rep. Harper absent for the vote.

H.J.R. 5    Resolution Providing Property Tax Exemption for Veterans (Rep. M. Wheatley)

Rep. Wheatley introduced the resolution and explained it to the committee. Frank Maughan, a veteran, and Karl Hendrickson, Utah Association of Counties, spoke against the resolution. Robert E. Gallegos, RAZ/PAC, spoke for the resolution. Rep. Donnelson, Rep. Snow, and Rep. Moss declared a conflict of interest.

MOTION:    Rep. Romero moved to proceed to the next item on the agenda. The motion passed unanimously.

H.B. 86    Property Tax - Refunding Tax Prepayments (Rep. F. Hunsaker)

Rep. Hunsaker introduced the bill and explained it to the committee. Larry Richardson, Salt Lake County Treasurer, spoke for the bill.

MOTION:    Rep. Painter moved to transmit the bill with a favorable recommendation. The motion passed unanimously.

MOTION:    Rep. Frank moved to adjourn. The motion passed unanimously.

The Vice Chair adjourned the meeting at 3:00 p.m.
