Rep. Adams called the meeting to order at:9:08 a.m.

H.B. 234    Seat Belt Amendments (Rep. J. Murray)

MOTION:    Rep. Murray moved to amend the bill as follows:

1.    Page 1, Lines 13 through 14 :    

             13          .    provides that
{   enforcement of certain safety belt violations shall be as a secondary

             14      action when the driver or passenger  
}
  a person 19 years of age or older may be cited for a safety belt violation as a secondary action if the vehicle       has been detained for another offense; and


2.    Page 2, Lines 42 through 45 :    

             42          (4) For a person 19 years of age or older who violates Subsection (1)(a) or (2),
             43      enforcement by a state or local law enforcement officer shall be only as a secondary action


             44      when the [person]
{   driver or passenger   }        vehicle       has been detained for a suspected violation        by any person in the vehicle       of Title 41,

             45      Motor Vehicles, other than Subsection (1)(a) or (2), or for another offense.

The motion to amend the bill passed unanimously with Rep. Alexander, Rep. Clark, and Rep. Cosgrove absent for the vote.

MOTION:    Rep. Dunnigan moved to pass the bill out favorably. The motion passed with Rep. Clark voting in opposition to the motion.


H.B. 242    Motorboat Liability Insurance Amendments (Rep. K. Gibson)

Rep. Gibson explained the bill.

                Ross Marchant, Farmers Insurance

MOTION:    Rep. Wiley moved to pass the bill out favorably. The motion passed unanimously with Rep. Clark, Rep. Fisher and Rep. Adams absent for the vote.

MOTION:    Rep. Dee moved to adjourn the meeting. The motion passed unanimously with Rep. Clark, Rep. Fisher and Rep. Adams absent for the vote.
