Rep. Murray called the meeting to order at 2:08 p.m.

H.B. 93    Clean Fuel Vehicle Fund Amendments (Rep. J. Gowans)

Rep. Gowans explained the bill assisted by Glade M. Sowards, Energy Program Coordinator, Division of Air Quality, and Dianne R. Nielson, Executive Director, Department of Environmental Quality.

MOTION:    Rep. Cosgrove moved to pass the bill out favorably. The motion passed unanimously with Rep. Alexander and Rep. Morgan absent for the vote.

MOTION:    Rep. Dougall moved to approve the minutes of the January 25, 2006 meeting. The motion passed unanimously with Rep. Alexander and Rep. Morgan absent for the vote.

H.B. 112    Transportation Investment Act (Rep. R. Lockhart)

Rep. Lockhart explained the bill.

S.B. 13    Commercial Driver License Amendments (Sen. S. Killpack) (Rep. J. Dunnigan)

Sen. Killpack explained the bill.

MOTION:    Rep. Dunnigan moved to pass the bill out favorably. The motion passed unanimously with Rep. Dee, Rep. Dougall and Rep. King absent for the vote.

S.B. 18    Driving Under the Influence Amendments (Sen. C. Walker) (Rep. P. Ray)

Sen. Walker explained the bill assisted by Paul Boyden, Statewide Association of Prosecutors.

1.    Page 9, Lines 246 through 248 :    

             246          (D) within the last three years has had the person's driving privilege revoked for
  24 months as a result of a second or subsequent       refusal

             247      to submit to a chemical test under Section 41-6a-520 , which refusal occurred after May 1,
             248      2006;



SUBSTITUTE
MOTION:    Rep. Dougall moved to pass the bill out favorably.

MOTION:    Rep. Wallace moved to call the question on the substitute motion. The motion passed unanimously with Rep. Alexander and Rep. King absent for the vote.

    The substitute motion was passed favorably with Rep. Alexander and Rep. King absent for the vote.

MOTION:    Rep. Dougall moved to adjourn the meeting. The motion passed unanimously with Rep. Alexander and Rep. King absent for the vote.
