Chair Jenkins called the meeting to order at 2:10 p.m. and announced that S.B. 92 and S.B. 107 would not be heard today.

Approval of Minutes

    MOTION:
Sen. Mansell moved to approve the minutes of January 17, 2006.

    The motion passed unanimously with Sens. Hatch, Hickman, Killpack and Davis absent for     the vote.

1.     S.B. 44 Home Inspection Standards (S. McCoy)




    Sen. McCoy distributed 1st Sub. S.B. 44.

     MOTION: Sen. Mayne moved to adopt 1st Sub. S.B. 44.

    The motion passed unanimously with Sens. Hatch, Hickman, Killpack and Davis absent for     the vote.

    Sen. McCoy introduced the bill.

    Kurt Saloman, Home Inspector, Utah Coalition of Home Inspectors; Michael Leavitt, Home     Inspector, Utah Coalition of Home Inspectors; and Fred Larsen, Home Inspector, Utah     Coalition of Home Inspectors, spoke in support of the bill.

    Taz Besinger, CEO, Home Builders Association; and Chris Kyler, CEO, Utah Association of     Realtors, spoke in opposition to the bill.

     MOTION: Sen. Killpack moved to go to the next item on the agenda.

    The motion passed unanimously with Sen. Mayne absent for the vote.

2.     S.B. 108 Ethics in Dental Advertising (P. Knudson)

    
Sen. Knudson introduced the bill.

    Dr. Mark H. Blaisdell, President, Utah Dental Association; Craig Jackson, Director, DOPL     (Division of Occupational and Professional Licensing); and Dr. Ron S Bowen, President-     Elect, Utah Dental Association, spoke in support of the bill.             
    
     MOTION: Sen. Hickman moved to pass the bill out favorably.

    The motion passed unanimously.

3.     S.B. 115 Continuing Education in Insurance (T. Hatch)

    
Sen. Hatch introduced the bill and declared a conflict of interest.

    Paul Newton, Attorney, Backman Title Company, spoke in support of the bill.

    John T. Nielson, Attorney, Utah State Bar, spoke to the bill.

     MOTION: Sen. Hickman moved to pass the bill out favorably.

    The motion passed unanimously.





4.    S.B. 130 Joint Tenancy Amendments (T. Hatch)

    
Sen. Hatch introduced the bill.

     MOTION: Sen. Mansell moved to pass the bill out favorably.

    The motion passed unanimously.
    
     MOTION: Sen. Hickman moved to adjourn.

    The motion passed unanimously at 3:30 p.m.
