Chair Jenkins called the meeting to order at 2:30 p.m. and announced that S.B. 92 Licensure of Crane Operators would not be heard today.

Approval of Minutes

    MOTION:
Sen. Davis moved to approve the minutes of the January 20, 2006 meeting.

    The motion passed unanimously with Sens. Hatch, Hickman and Mansell absent for the vote.

1.     S.B. 140 Unlawful Outdoor Advertising Amendments (M. Waddoups)

    
Sen. Waddoups introduced the bill.

    Craig Moody, Reagan Outdoor Advertising, spoke in support of the bill.


    Linda Hull, UDOT, answered questions from the committee.

     MOTION: Sen. Davis moved to pass the bill out favorably.

    The motion passed unanimously with Sens. Hatch and Mansell absent for the vote.

2.    S.B. 69 Protection of Information in Consumer Credit Databases (C. Walker)

    Sen. Walker introduced the bill and 1st Sub. S.B. 69 was distributed.

     MOTION: Sen. Davis moved to adopt 1st Sub. S.B. 69.

    The motion passed unanimously with Sens. Hatch and Mansell absent for the vote.

    Kirk Torgensen, Chief Deputy, Office of the Attorney General, further clarified the bill.

    Howard Headlee, Pres., Utah Bankers Association, further clarified and spoke in support of     the bill.

    Laura Polacheck, AARP Utah, and Jim Olsen, Utah Retail Merchants Association, spoke in     support of the bill.

     MOTION: Sen. Hickman moved to pass 1st Sub. S.B. 69 out favorably.

    The motion passed unanimously.

    MOTION: Sen. Davis moved to adjourn.

    The motion passed unanimously.
    
    Chair Jenkins adjourned the meeting at 3:00 p.m.
