Committee Chair Thomas called the meeting to order at 8:06 a.m.
1. S.B. 8 Care of Students with Diabetes in School (Sen. P. Arent)
Sen. Arent presented the bill. Natalie Rodgers, mother of a diabetic child; Dawn Higley, RN and Certified Diabetic Educator; Dr. Mary Murray, Primary Children's Hospital; Gayle Ruzicka,
mother of diabetic child; Patti Harrington, State Superintendent of Education; Pat Rusk, Utah
Education Association; Rhonda Rose. Vice-President, Utah PTA; and Steve Peterson, Utah
School Board, all spoke in support.
MOTION: Sen. Stephenson moved to pass S.B. 8, Care of Students with Diabetes in School
(Sen. P. Arent), out with a favorable recommendation.
The motion passed unanimously.
2. S.B. 48 School Nurses Legislative Task Force (Sen. E. Mayne)
Sen. Ed Mayne presented the bill. Deborah Milan-Niles, RN, President, Utah School Nurses
Association, distributed a packet and spoke in support. Paul Tuck and Shirley Arnett, concerned
parents, also spoke in support.
MOTION: Sen. Arent moved to pass S.B. 48, School Nurses Legislative Task Force (Sen. E.
Mayne), out with a favorable recommendation.
SUBSTITUTE-MOTION: Sen. Stephenson moved to hold S.B. 48, School Nurses Legislative
Task Force (Sen. E. Mayne), so that at a future meeting a substitute bill could be considered
referring the topic to the Joint Education Appropriation Interim Subcommittee for further review.
After committee discussion, the substitute-motion failed with Sens. Buttars, Madsen, Stephenson
voting in favor and Sens. Arent, Hale and Thomas voting in opposition.
The original motion passed with Sen. Stephenson voting in opposition.
3. S.B. 96 Public Education - Instruction and Policy Relating to the Origins of Life
(Sen. D. C. Buttars)
Sen. Buttars presented the bill. Patti Harrington, Brett Moulding, State Office of Education,
Gregory Clark, and B. Kent Harrison spoke in opposition. Nels Timm and Frank Strickland
spoke in support.
MOTION: Sen. Buttars moved to pass S.B. 96, Public Education - Instruction and Policy
Relating to the Origins of Life, out with a favorable recommendation.
The motion passed with Sens. Thomas, Buttars, Madsen and Stephenson voting in favor and
Sens. Arent and Hale voting in opposition.
MOTION: Sen. Hale moved to adjourn.
The motion passed unanimously.
Chair Thomas adjourned the meeting at 10:04 a.m.
