Committee Chair Thomas called the meeting to order at 2:10 p.m.
MOTION: Sen. Buttars moved to approve the minutes of January 17, 2006. The motion passed unanimously, with Sens. Eastman, Hale, Madsen and Stephenson absent for the vote.
1. S.B. 56 Secondary School Amendments (C. Buttars)
Sen. Buttars presented the bill.
Brett Moulding, Curriculum Director, Utah State Office of Education, spoke in opposition to the bill.
Shauna Carl, Executive Director, Curriculum, Salt Lake School District, distributed a handout titled, "State Office of Education Response to Senate Bill 56."
Neil Hancey, Chairman, Credit Evaluation, Davis School District, spoke to the bill.
Robert Gallegos, RAZ/PAC, spoke to the bill.
MOTION: Sen. Hale moved to hold S.B. 56 in committee.
SUBSTITUTE MOTION: Sen. Madsen moved to amend S.B. 56 as follows:

54 (1) (a) A public school shall accept credits awarded to a student by a school accredited
55 or approved by the State Board of Education or

a regional accrediting body
recognized by the
56 U.S. Department of Education }
by the Association of Accredited Schools

either core curriculum or elective credit, except as provided

and other credit sources with written approval from the student's principal or
designee.

The substitute motion passed unanimously.
MOTION: Sen. Madsen moved to pass S.B. 56, as amended, out of committee with a favorable recommendation. The motion passed unanimously.
MOTION: Sen. Arent moved to adjourn. The motion passed unanimously.
Committee Chair Thomas adjourned the meeting at 3:25 p.m.
