Committee Chair Thomas called the meeting to order at 4:16 p.m.

MOTION: Sen. Arent moved to approve the minutes of February 13, 2006. The motion passed unanimously.

1. S.B. 199 School Community Council Powers (Sen. M. Madsen)

Sen. Madsen presented the bill. Those speaking in opposition to the bill were:

        William P. Moore, Davis School Board Member
        Lisa Kirchenheiter, Park City School Board Member
        Laura Baker, Murray City School Board Member
        Natalie Gordon, Utah PTA


        John de Jong, Salt Lake City School Board Member
        Hank Bertoch, Granite School Board Member

    Carol Lear, State Office of Education, voiced concerns with the bill.
    
     MOTION: Sen. Eastman moved to move to the next item on the agenda. The motion     passed with Sens. Madsen and Stephenson voting in opposition.

2. 1st Sub. H.B. 68 School Fee Waiver Amendments (Rep. L. Shurtliff)

    
Rep. LaWanna Shurtliff presented the bill and distributed a list of student fees and school     district fee waivers for 2004-2005.

     Vic Arnold, Utah Education Association, and Steven Peterson, State School Boards           Association, spoke in support of the bill.

     MOTION: Sen. Hale moved to pass 1st Sub. H.B. 68, School Fee Waiver Amendments, out     of committee with a favorable recommendation.      The motion passed unanimously.

MOTION: Sen. Eastman moved to adjourn.

Chair Thomas adjourned the meeting at 5:22 p.m.
