A list of visitors and a copy of handouts are filed with the committee minutes.    

Committee Chair Hellewell called the meeting to order at 8:05 a.m.

1.    S.B. 0117 Eminent Domain Amendments (H. Stephenson)

    Sen. Stephenson explained that the bill modifies provisions related to eminent domain.

    Craig Call, Property Rights Ombudsman, answered questions regarding the bill.
    Chris Kyler, Utah Assn. of Realtors, also spoke to the bill.

     MOTION: Sen. Hale moved to pass the bill out favorably.

    The motion passed with Sen. Christensen being absent for the vote.

2.    S.B. 0156 Legislative Direction Relating to United States Senators
     (H. Stephenson)

    Sen. Stephenson explained that the bill would allow the Legislature to give direction to United States Senators from Utah and receive certain reports from them.

     MOTION: Sen. Hickman moved to go to the next item on the agenda.

    The motion passed unanimously.



3.    S.B. 0158 Administrative Rulemaking Authority Amendments
(H. Stephenson)

    Sen. Stephenson explained the bill provides rulemaking authority to the Governor's Office of Economic Development and to the executive director of the Dept. of Administrative Services.

     MOTION: Sen. Hickman moved to pass the bill out favorably.

    The motion passed unanimously.

4.    S.B. 0101 County Assistance to Nonprofit Entities (D. Thomas)

    Sen. Thomas explained the bill modifies provisions relating to counties' authority to provide services or assistance to or waive fees from nonprofit entities

     MOTION: Sen. Christensen moved to pass the bill out favorably.

    The motion passed unanimously.

5.    S.B. 0131 Authorization of Opinion Questions to Voters (E. Mayne)

    Sen. Mayne explained the bill establishes procedures for submitting a nonbinding opinion question to the voters of Utah.

     MOTION: Sen. Hale moved to hold the bill until the next meeting.

    The motion passed with Sen. Hickman voting against the motion.

6.    S.B. 0155 Amendments to County and Municipal Land Use Provisions (G. Bell)

    Sen. Hale moved to go to the next item on the agenda.

    The motion passed unanimously.

7.    S.J.R. 0002 Resolution Enlarging Revenues and Assets in State Trust Fund
    
(L. Hillyard)

    Sen. Hillyard explained the resolution provides that a permanent state trust fund includes revenues and assets given to the fund by any provision of law.


    
     MOTION: Sen. Hale moved to pass the bill out favorably.

    The motion passed unanimously.

    The motion passed unanimously.
