Committee Chair Hellewell called the meeting to order at 8:03 a.m.
MOTION: Sen. Christensen moved to approve the minutes of meetings held January 31, 2006, and February 3, 2006.
The motion passed unanimously with Sen. Davis and Sen. Hale absent for the vote.
1. S.B. 214 Office of the State Debt Collection Amendments (P. Knudson)
Sen. Knudson explained the bill.
MOTION: Sen. Hickman moved to pass the bill out favorably.
The motion passed unanimously with Sen. Davis and Sen. Hale absent for the vote.
2. S.B. 0060 Western States Presidential Primary (P. Knudson)
Sen. Knudson explained the bill permits the Western States Presidential Primary to be held on the first Tuesday in February in a presidential election year.
Mike Mower, Deputy Chief of Staff, Governor's Office, commented that the bill is a bipartisan effort and has the support of the Governor.
MOTION: Sen. Christensen moved to pass the bill out favorably.
The motion passed unanimously,
3. S.B. 0178 State Executive Compensation - Department of Health (P. Knudson)
Sen. Knudson explained the bill.
Val Bateman, Executive Vice President, Utah Medical Assn., spoke in support of the bill.
MOTION: Sen. Hale moved to pass the bill out favorably.
The motion passed unanimously.
4. S.B. 0085 State-owned Art Collections Inventory Program (B. Evans)
Sen. Evans proposed a substitute bill.
MOTION: Sen. Hale moved to delete body and title of S.B. 0085 and replace it with 1st Substitute S.B. 0085.
The motion passed unanimously with Sen. Hickman absent for the vote.
Sen. Hale explained the substitute bill.
MOTION: Sen. Davis moved to pass 1st Substitute S.B. 0085 favorably.
The motion passed unanimously.
5. S.B. 0200 Voter Registration - Proof of Citizenship (M. Madsen)
Sen. Madsen explained the bill requires that persons registering to vote provide evidence that they are citizens of the United States.

Rep. Bowman explained the bill.
MOTION: Sen. Davis moved to pass the bill favorably.

Rep. Wiley explained the bill.
MOTION: Sen. Davis moved to pass the bill out favorably.
