Committee Chair Hellewell called the meeting to order at 8:08 a.m.

MOTION: Sen. Christensen moved to approve the minutes of the February 9, 2006 meeting.

The motion passed unanimously.

1.    H.B. 0123 Disaster Response and Recovery Act (J. A. Adams)

    Rep. Adams explained the bill.
    
    Gary McKean, Davis County Deputy Attorney, and Bud Cox, Davis County Sheriff, spoke in support of the bill.

     MOTION: Sen. Christensen moved to pass the bill out favorably.

    The motion passed unanimously.




2.    H.B.0260 State Office of Rehabilitation
- Budget Recommendations (B. Last)

    Sen. Last explained the bill.

    Russ Thelin, USOR, and Kris Fawson, LCPD, spoke in support of the bill.
    
     MOTION: Sen. Christensen moved to pass the bill out favorably.

    The motion passed unanimously.

3.    H.J.R. 007 Resolution Opposing United States Supreme Court's Pornography Decision (R. Bigelow)

    Rep. Bigelow explained the bill.

     MOTION: Sen. Christensen moved to pass the bill out favorably.

    The motion passed unanimously.
    
     MOTION: Sen. Christensen moved to place the bill on the consent calendar.

    The motion passed unanimously.

4.    H.B. 0080 Energy Savings in State Buildings (F. Hunsaker)

    Rep. Hunsaker explained the bill.

    Ken Nye, DFCM, and Elizabeth Mitchell, Utah Architects of Utah, spoke in support of the bill.

     MOTION: Sen. Hickman moved to pass the bill out favorably.

    The motion passed unanimously.

5.    H.J.R. 008 Resolution Revising Executive Officer Succession Provisions
    (S. Allen)

    Rep. Allen explained the bill.

    Bob Reese, Assoc. General Counsel, LRGC, answered questions posed by the committee.



     MOTION: Sen. Hickman moved to go to the next item on the agenda.

    The motion passed unanimously.

6.    H.B. 0006S1 Utility Improvement Districts Revisions (D. Ure)

    Sen. Ure explained the bill.

    Gary Gill, representative of League of Cities & Towns, spoke to the bill.

     MOTION: Sen. Christensen moved to pass the bill out favorably.

    The motion passed unanimously.

MOTION: Sen. Christensen moved to adjourn.

Committee Chair Hellewell adjourned the meeting at 9:22 a.m.
