Sen. Hellewell proposed a substitute bill.
MOTION: Sen. Goodfellow moved to delete in title and body S.B. 0086 and replace it with S.B. 0086 1st Substitute.
The motion passed unanimously with Sen. Bell and Pres. Valentine absent for the vote.
