Committee Chair Christensen called the meeting to order at 8:12 a.m.

MOTION: Sen. McCoy moved to approve the minutes of the February 3, 2006 meeting.

The motion passed unanimously with Sen. Bell and President Valentine absent for the vote.

1.     S.B. 0086 Amendments to Child Care (P. Hellewell)

    Sen. Hellewell proposed a substitute bill.

     MOTION: Sen. Goodfellow moved to delete in title and body S.B. 0086 and replace it with S.B. 0086 1st Substitute.

    The motion passed unanimously with Sen. Bell and Pres. Valentine absent for the vote.

    Sen. Hellewell explained the substitute bill.


     MOTION: Sen. Goodfellow moved to pass the substitute bill out favorably.

    The motion passed unanimously with Sen. Bell and Pres. Valentine absent for the vote.     
2.    S.B. 0042 Amendments Prohibiting Health Insurance Discrimination

    Sen. McCoy explained the bill.

    The following persons spoke in support of the bill:
         Carrie Galaway, director, Planned Parenthood
        Dr. Cynthia Jones, American Assn. of Gynecologists

    
The following persons spoke in opposition to the bill:
        Kelly Atkinson, Utah Health Insurance Assn.
        Tom Bingham, Utah Manufacturers Assn.    
        Jim Olsen, president, Utah Food Industry Assn.
        Karen Clark, vice-president, Eagle Forum

     MOTION: Sen. Goodfellow moved to pass the bill out favorably.

    The motion failed with Pres. Valentine and Sen. Christensen voting in opposition and with Sen. Bell absent for the vote.

3.    H.B. 0079S01 Prescription Drug Purchasing Pools (B. Last)

    Rep. Last proposed a 2nd substitute to H.B. 0079.

     MOTION: Sen. Goodfellow moved to delete in title and body S.B. 0079 1st Substitute and replace it with S.B. 0079 2nd Substitute.

    The motion passed unanimously.

    Rep. Last explained the bill.

     MOTION: Sen. Goodfellow moved to pass S.B. 0079 2nd Substitute out favorably. The motion passed unanimously.

4.    H.B. 0105 Medicaid Generic Drug Reimbursement Amendments (M. Walker)

    Rep. Walker explained the bill.

     MOTION: Sen. Bell moved to pass the bill out favorably.



    The motion passed unanimously with Pres. Valentine absent for the vote.

     MOTION: Sen. Goodfellow moved to place the bill on the consent calendar.

    The motion passed unanimously with Pres. Valentine absent for the vote.

5.    H.B. 0027 Divorce Education Amendments (L. Fowlke)

    Rep. Fowlke explained the bill.

     MOTION: Sen. Bell moved to pass the bill out favorably.

    The motion passed unanimously with Pres. Valentine absent for the vote.

     MOTION: Sen. Bell moved to place the bill on the consent calendar.

    The motion passed unanimously with Pres. Valentine absent for the vote.

6.    H.B. 0037 Public Assistance Amendments (S. Allen)

    Rep. Allen explained the bill.

    Mike Richardson, Dept. of Workforce Services, answered questions from the committee.

     MOTION: Sen. McCoy moved to pass the bill out favorably.

    The motion passed unanimously with Pres. Valentine absent for the vote.

     MOTION: Sen. Bell moved to place the bill on the consent calendar.

    The motion passed unanimously with Pres. Valentine absent for the vote.

     MOTION: Sen. McCoy moved to adjourn.

Sen. Christensen adjourned the meeting at 9:15 a.m.
