Committee Chair Christensen called the meeting to order at 4:08 p.m.

MOTION: Sen. McCoy moved to approve the minutes of the February 8, 2006 meeting.

The motion passed unanimously.

1.    S.B. 0195 Child Support Guidelines (G. Bell)

    Sen. Bell explained the bill.

    Stewart Ralphs, director, Legal Aid Society, helped with the presentation of the bill.    
    
    Mark Brasher, director, Office of Recovery Services, and Catherine Taylor also from the Office of Recovery Services, spoke in support of the bill.

    Russell Galt, a father, asked the committee to look particularly at line 166.

    Sen. McCoy declared a potential conflict of interest due to cases he handles in his law practice.


    
     MOTION: Sen. Goodfellow moved to pass the bill out favorably.

    The motion passed unanimously.

2.    H.B. 0237 Direct-entry Midwife Act - Repealers (J. Biskupski)

    Rep. Biskupski explained the bill.

     MOTION: Sen. Goodfellow moved to pass the bill out favorably.

    The motion passed unanimously with Sen. Bell absent for the vote.

    At the request of the sponsor, the committee will recommend that the bill be placed on the consent calendar.

3.    H.B. 0204 Comprehensive Health Insurance Pool Amendments (P. Wallace)

    Rep. Wallace explained the bill.

     MOTION: Sen. Goodfellow moved to pass the bill out favorably.

    The motion passed unanimously.

4.    H.B. 0217 Health Insurance Risk Pool Eligibility Amendments (D. Litvack)

    Rep. Litvack explained the bill.

    Tomi Ossana, executive director, HIPUtah, and Suzette Green-Wright, director, Health Insurance, State Insurance Department, spoke to the bill.    

     MOTION: Sen. Bell moved to pass the bill out favorably.

    The motion passed unanimously.

5.    H.B. 0229 Trauma Registry Data (S. Allen)

    Rep. Allen explained the bill.

    Deborah Turner, Department of Health, helped with the presentation of the bill.

     MOTION: Rep. Goodfellow moved to pass the bill out favorably.

    The motion passed unanimously.


    At the request of the sponsor, the committee will recommend that the bill be placed on the consent calendar.

6.    H.C.R. 003 Resolution Regarding the Harmful Effects of Tobacco, Alcohol, and Drugs on Youth (N. Hansen)

    Rep. Hansen explained the bill.

     MOTION: Sen. Goodfellow moved to pass the bill out favorably.

    The motion passed unanimously.

    At the request of the sponsor, the committee will recommend that the bill be placed on the consent calendar.

7.    H.B. 0245S1 Child Custody Determinations - (L. Fowlke)

    Rep. Fowlke explained the bill.

     MOTION: Sen. Bell moved to amend the bill as follows:

    1.    Page 3, Line 34:

        
34 (iii the extent of bonding between the parent and child, meaning the depth ,         quality, and nature

    The motion passed unanimously.

     MOTION: Sen. McCoy moved to pass the bill out favorably as amended.

    The motion passed unanimously.

    At the request of the sponsor, the committee will recommend that the bill be placed on the consent calendar.

     MOTION: Sen. McCoy moved to adjourn.    

Sen. Christensen adjourned the meeting at 5:05 p.m.
