Committee Chair Christensen called the meeting to order at 4:15 p.m.

MOTION: Sen. McCoy moved to approve the minutes of the February 8, 2006, meeting.

The motion passed unanimously with Sen. Goodfellow absent for the vote.

1.    H.B. 0103 Changes to Definitions of a Child and a Minor (W. Harper)

    Rep. Harper explained the bill.

    Adam Trupp, Department of Human Services, spoke in support of the bill.

    Rick Schwermer, Administrative Office of the Courts, spoke in support of the bill.

     MOTION: Sen. McCoy moved to pass the bill out favorably.

    The motion passed unanimously.

    Based on discussion by the committee, the chair ruled that the bill will be placed on the consent calendar.



2.    H.B. 0263 Child Care Revisions (D. G. Buxton)

    Rep. Buxton explained the bill.

    Karen Silver, advocate, Salt Lake Community Action Program, and              Teresa Whiting, Bureau of Child Care Licensing, spoke in support of the bill.    
    
    MOTION: Sen. Bell moved to pass the bill out favorably.

    The motion passed unanimously.

3.    H.B. 0278 Out-of-state Parent-time Amendments (L. Fowlke)

    Rep. Fowlke explained the bill.

     MOTION: Sen. McCoy moved to pass the bill out favorably.

    The motion passed unanimously.

     MOTION: Sen. Bell moved to place the bill on the consent calendar.

    The motion passed unanimously.

Sen. Christensen adjourned the meeting at 4:40 p.m.
