Committee Vice Chair Bell called the meeting to order at 8:40 a.m.     

    MOTION:
Sen. Thomas moved to approve the minutes of the meetings held January 27 and January 31. The motion passed unanimously with Sens. Dmitrich, Madsen and Hillyard absent for the vote.

1.    S.B. 173 Licensure of Programs and Facilities - Criminal Background Check Amendments (T. Hatch)

    Sen. Hatch presented the bill. Ken Stettler, Department of Human Services, Office of Licensing, assisted in the presentation.

    Fraser Nelson, Disability Law Center, spoke to the bill.


     MOTION: Sen. Mansell moved to pass S.B. 173 out of committee with a favorable recommendation. The motion passed unanimously.

2.    S.B. 135 Inherent Risk of Skiing Amendments (L. Hillyard)

    
Sen. Hillyard presented the bill. Gordon Strachen, Utah Ski Association, and Bob Bonar, Snowbird, assisted in the presentation.

    Roger Hoole, Utah Trial Lawyers Association, expressed a concern with the bill.

     MOTION: Sen. Arent moved to pass S.B. 135 out of committee with a favorable recommendation. The motion passed unanimously with Sen. Mansell absent for the vote.

3.    S.B. 181 Restoration of Felon's Right to Hold Office (P. Hellewell)

    Sen. Hellewell presented the bill.

     MOTION: Sen. Thomas moved to pass S.B. 181 out of committee with a favorable recommendation. The motion passed unanimously with Sens. Hillyard and Mansell absent for the vote.

4.    S.B. 52 Antiphishing Provisions (P. Arent)

    
Sen. Arent presented the bill. Creighton Horton and Rich Hamp, Attorney General's Office, assisted in the presentation.

     MOTION: Sen. Dmitrich moved to pass S.B. 52 out of committee with a favorable recommendation. The motion passed unanimously with Sens. Hillyard and Mansell absent for the vote.

     MOTION: Sen. Dmitrich moved to adjourn.
