Committee Vice Chair Bell called the meeting to order at 8:30 a.m.     

    MOTION:
Sen. Madsen moved to approve the minutes of February 13, 2006. The motion passed unanimously with Sens. Christensen, Dmitrich and Thomas absent for the vote.

1.    S.B. 24 Weapons Amendments
(M. Madsen)

    
Rep. Madsen presented the bill and distributed a letter from the Director of the Department of Corrections, State of Missouri.

    Charles Hardy, Gun Owners of Utah, gave a power point presentation and spoke in favor of the bill.


     MOTION: Sen. Madsen moved to delete in title and body S.B. 24 and adopt 1st Sub. S.B. 24. The motion passed unanimously.

    Those speaking in opposition to the bill are as follows:

    Steven Gunn, Gun Violence Prevention Center
    Val Shupe, Utah Chiefs of Police
    Ned Searle, Utah Domestic Violence Committee
    Larry Bunkell, Utah Kennecott Copper

    Brian Judy, National Rifle Association, and Dalane England, Eagle Forum, spoke in favor of the bill.

     MOTION: Sen. Thomas moved to pass 1st Sub. S.B. 24 out of committee with a favorable     recommendation.

     SUBSTITUTE MOTION: Sen. Mansell moved to hold 1st Sub. S.B. 24. The motion passed unanimously.

2. 1st Sub. HB 220 Child Protection - Gang Association (E. Hutchings)

    
This bill was not considered.

3.    1st Sub. HB 247 Plea in Abeyance Fee (M. S. Lawrence)

    This bill was not considered.

4.    Fire Alarm System Certification Requirements (J. Murray)

    
This bill was not considered.

MOTION: Sen. Hillyard moved to adjourn the meeting.

Committee Vice Chair Bell adjourned the meeting at 9:40 a.m.
