Committee Chair Waddoups called the meeting to order at 9:09 a.m.
1. Approval of Minutes
MOTION: Sen. Hatch moved to approve the minutes of February 2, 2006.
The motion passed unanimously with Sen. Fife absent at the time of voting.
2. S.B. 39 General Fund Surplus Appropriation for Water Development Projects (Sen. L. Hillyard)
Sen. Lyle Hillyard introduced the bill. Ed Alter, State Treasurer, assisted in the presentation. A handout was distributed.
Fred Finlinson, Attorney, Water Coalition ; Warren Peterson, General Counsel, Provo River Water Users Association; and Craig Peterson, Consultant, American Council of Engineering Companies , spoke in support of the bill.
Erin Neyrey, River Defense Coordinator, Utah Rivers Council , and Ann O'Connell, League of Women Voters , spoke in opposition to the bill.
Sen. Hatch, Sen. Fife and Sen. Peterson noted a conflict of interest regarding the bill.
MOTION: Sen. Hatch moved to pass S.B. 39, General Fund Surplus Appropriation for Water Development Projects , out favorably.
The motion failed with Sen. Evans, Sen. Hatch and Sen. Peterson voting in support of the bill and Sen. Fife, Sen. McCoy and Sen. Waddoups voting in opposition.
3. H.B. 38 Water Reuse Requirements (Rep. B. Ferry)
Rep. Ben Ferry introduced the bill and distributed a handout.
Fred Finlinson, Attorney, Water Coalition , and Walt Baker, Director, Division of Water Quality, spoke in support of the bill.
MOTION: Sen. Evans moved to pass H.B. 38, Water Reuse Requirements , out favorably.
The motion passed unanimously.

Chair Waddoups adjourned the meeting at 9:59 a.m.
