Committee Chair Waddoups called the meeting to order at 4:34 p.m.

1. Approval of Minutes    

     MOTION: Sen. McCoy moved to approve the minutes of February 15, 2006.

    The motion passed unanimously with Sen. Evans, Sen, Fife and Sen. Hatch absent at the time of voting.

2. 1st Sub. H.B. 97 Community Impact Amendments (Rep. G. Snow)

    Rep. Gordon Snow introduced the bill.

     MOTION: Sen. Evans moved to pass H.B. 97, Community Impact Amendments, out favorably.

     SUBSTITUTE MOTION: Sen. Peterson moved to move on to the next item on the agenda. He withdrew the motion.

    Gordon Walker, Chair, Community Impact Board, clarified questions from the committee.

    The original motion failed, with Sen. Evans voting in support and Sen. Fife, Sen. Hatch, Sen. McCoy, Sen. Peterson and Sen. Waddoups voting in opposition.

3. H.B. 383 Vehicles Used for Agricultural Purposes (Rep. K. Gibson)
    
    Rep. Kerry Gibson introduced the bill.

    Todd Bingham, Vice President of Policy, Utah Farm Bureau Federation, spoke in support of the bill.




     MOTION: Sen. Hatch moved to pass H.B. 383, Vehicles Used for Agricultural Purposes, out favorably.

    The motion passed unanimously.

     MOTION: Sen. Peterson moved to place H.B. 383 on the Consent Calendar.

    The motion passed unanimously.

     MOTION: Sen. Fife moved to adjourn.

    The motion passed unanimously.

    Chair Waddoups adjourned the meeting at 5:04 p.m.
