Chair Bramble called the meeting to order at 8:40 a.m.

1.     S.B. 31 Sales and Use Tax-Manufacturing Exemptions Amendments (H. Stephenson)
    

    Sen. Stephenson explained the bill.

    Tom Bingham, President, Utah Manufacturers Association, spoke in support of the bill and     answered questions from the committee.

    MOTION:
Sen. Bell moved to transmit the bill with a favorable recommendation.

    The motion passed unanimously.


2.    S.B. 33 Sales and Use Tax Exemptions for Certain Business Inputs (H. Stephenson)
    

    Sen. Stephenson explained the bill.

    Sen. Dmitrich declared a conflict of interest.

    Lee Peacock, Utah Petroleum Association; David Litvin, Utah Mining Association; and Mike     Jerman, Vice President, Utah Taxpayers Association, spoke in support of the bill.

     MOTION: Sen. Dmitrich moved to transmit the bill with a favorable recommendation.

    The motion passed unanimously with Sens. Bell and Goodfellow absent for the vote.

3.    S.B. 32 Multi-channel Video or Audio Service Tax - County or Municipality     Franchise Fee Tax Credit (B. Goodfellow)

    Steve Broker, Comcast; and Jerry Oldroyd, Attorney, Ballard Spahr Andrews & Ingersoll     explained and spoke in support of the bill.

     MOTION: Sen. Dmitrich moved to transmit the bill with a favorable recommendation.

    The motion passed unanimously with Sen. Goodfellow absent for the vote.

4.    S.B. 34 Gross Receipts Tax Amendments, Repeal and Public Utility Tariffs
     (M. Dmitrich)

    
Sen. Dmitrich explained the bill.

    Reed Searle, General Manager, Intermountain Power Agency, further explained the bill and     answered questions from the committee.

     MOTION: Sen. Dmitrich moved to transmit the bill with a favorable recommendation.

    The motion passed unanimously.

5.    S.B. 36 School Districts - Limited Amendments to Truth in Taxation (M. Dmitrich)

    
Sen. Dmitrich explained the bill.

    Steven H. Peterson, Utah Schoolboard Association, spoke in support of the bill.


     MOTION: Sen. Dmitrich moved to transmit the bill with a favorable recommendation.
    The motion passed unanimously.

6.    S.B. 35 Local Option Sales and Use Tax Distribution Amendments (G. Bell)

    
1st Sub. S.B. 35 was distributed.

     MOTION: Sen. Bell moved to adopt 1st Sub. S.B. 35.

    The motion passed unanimously.

    Sen. Bell explained the bill.

    Roger Tew, Utah League of Cities and Towns, spoke in support of the bill.

     MOTION: Sen. Bell moved to transmit the bill with a favorable recommendation.

    The motion passed unanimously.

     MOTION: Sen. Hillyard moved to adjourn.
