Chair Bramble called the meeting to order at 2:07 p.m.
Approval of Minutes
MOTION: Sen. Hillyard moved to approve the minutes of January 25, 2006.
The motion passed unanimously with Pres. Valentine and Sen. Peterson absent for the vote.
1. S.B. 151 Property Tax - Notice and Hearing Amendments (G. Bell)
Sen. Bell explained the bill.
Roger Tew, Utah League of Cities and Towns, and Arie Van De Graaff, Utah Association of
Counties spoke in support of the bill.
Mike Jerman, Vice President, Utah Taxpayers Association, distributed a handout and spoke in opposition to the bill.
MOTION: Sen. Bell moved to transmit the bill with a favorable recommendation.
Sen. Stephenson declared a conflict of interest.
The motion failed with Sens. Bell and Goodfellow voting in favor of the bill and Sens. Bramble, Hillyard, Peterson, Stephenson and Pres. Valentine voting in opposition.
2. S.B. 169 Sales and Use Tax - Dental Prostheses (P. Knudson)
Sen. Knudson explained the bill.
Mark Blaisdell, President, Utah Dental Association, and Dale Wooley, Past President, Utah Dental Laboratory, spoke in support of the bill.
MOTION: Sen. Peterson moved to transmit the bill with a favorable recommendation.
The motion passed unanimously with Sens. Bell and Stephenson absent for the vote.
3. S.B. 166 Moratorium on Issuing Sales Tax Revenue Bonds by Local Governments
(L. Hillyard)
Sen. Hillyard explained the bill and suggested that the committee not take action on the bill at this time.
Richard Scott, Bond Counsel, Chapman and Cutler, spoke to the bill.
Roger Tew, Utah League of Cities and Towns, spoke to the bill.
MOTION: Sen. Hillyard moved to adjourn.
The motion passed unanimously with Sen. Stephenson and Pres. Valentine absent for the vote.
