Approval of Minutes

    MOTION:
Sen. Goodfellow moved to approve the minutes of January 31, 2006.

    The motion passed unanimously with Sens. Dmitrich, Hillyard, Stephenson and Valentine     absent for the vote.


1.    S.J.R. 7 Joint Rules Resolution Amending Legislative Expenses (G. Bell)

    
Sen. Bell explained the bill.


     MOTION: Sen. Goodfellow moved to transmit the bill with a favorable recommendation.

    The motion passed unanimously with Pres. Valentine and Sen. Dmitrich absent for the vote.

2.    S.B. 64 Legislative Compensation Commission Amendments (G. Bell)

    
MOTION: Sen. Bell moved to adopt 1st Sub. S.B. 64.

    The motion passed unanimously with Sens. Dmitrich and Valentine absent for the votel

    Sen. Bell explained the bill assisted by Milton H. Thackeray, Chair, Utah Legislative     Compensation Committee.

    John Fellows, Office of Legislative Research and General Counsel, further clarified the bill.     
     MOTION: Sen. Goodfellow moved to proceed to the next item on the agenda.

    The motion failed with Sens. Goodfellow and Stephenson voting in favor of the motion,     Chair Bramble, Sens. Bell, Hillyard and Peterson voting in opposition and Pres. Valentine     and Sen. Dmitrich absent for the vote.

     MOTION: Sen. Bell moved to transmit the bill with a favorable recommendation.

    The motion failed with Sens. Bell and Goodfellow voting in favor of the motion, Chair     Bramble, Sens. Hillyard, Peterson and Stephenson votiing in opposition and Pres. Valentine     and Sen. Dmitrich absent for the vote.

3.    S.B. 175 Correctional Facility Bidding Process (H. Stephenson)

    
Sen. Stephenson explained the bill.

     MOTION: Sen moved to adopt 1st Sub. S.B. 175.

    The motion passed unanimously with Sen. Dmitrich absent for the vote.

     MOTION: President Valentine moved to amend 1st Sub. S.B. 175 as follows:

     MOTION: Sen. Peterson moved to transmit the bill as amended with a favorable     recommendation.

4.    S.B. 206 Child Protection Registry Amendments (M. Dmitrich)

    
Sen. Dmitrich explained the bill assisted by Ron Rencher and Paul Rogers, Thompson     Company.

    
MOTION: Sen. Dmitrich moved to amend the bill as follows:

    Page 2, Line 36:    At the end of line 36 insert "and sells a product described in         Subsection 76-10-105.1 (1) (a) (i) (B)"

    The motion passed with Sen. Hillyard absent for the vote.

    Mark Burns, Assistant Attorney General; Erin Berry, Child Protection Registry Services of     Utah; and Kim Klasing, Tobacco Free Utah, spoke in opposition to the bill.

    MOTION: Sen. Stephenson moved to proceed to the next item on the agenda.

    The motion passed unanimously.
    
5.    S.B. 192 Exemptions fo Residential Property Tax (E. Mayne)

    
Sen. Mayne explained the bill.

     MOTION: Sen. Dmitrich moved to transmit the bill with a favorable recommendation.

    The motion passed with Chair Bramble, Sens. Dmitrich, Goodfellow, and Hillyard voting in     favor of the bill, Sens. Bell, Peterson and Stephenson voting in opposition and Pres.     Valentine absent for the vote.

6.    S.B. 121 Small College Enhancements (J. Hickman)

    MOTION: Sen. Goodfellow moved to adopt 1st Sub. S.B. 121.

    The motion passed unanimously.



     MOTION: Sen. Goodfellow moved to transmit the bill with a favorable recommendation.

7.    S.B. 89 Sales and Use Tax - Attachment of Tangible Personal Property to Real     Property (H. Stephenson)

     MOTION: Sen. Stephenson moved to transmit the bill with a favorable recommendation.

    Rep. Harper explained the bill.

     MOTION: Sen. Bell moved to transmit the bill with a favorable recommendation.

    The motion passed unanimously with Pres. Valentine absent for the vote.
